Learn the organizational structure

The administration of the City of Regina operates through the City's 4 Divisions and the Office of the City Manager. The mandate for each area is listed below:

  • Community & Protective Services
    The mandate of the Community & Protective Services Division is to be dedicated to engaging and supporting the citizens of Regina. The Division contributes to building a safe, healthy and caring community by providing fire and protective services, parks and open space services, community, recreation and cultural programs and services as well as public transportation services that respond to the community's needs and expectations.

  • Corporate Services
    The mandate of the Corporate Services Division is to excel in providing services and support to its customers, both internal and external; enabling the organization to maximize its effectiveness and potential. The Corporate Services team includes Financial Services, Information Technology Services, Human Resources, Fleet Services and Facilities & Energy Management.

  • Public Works
    The mandate of the Public Works Division is to ensure the City's municipal infrastructure systems are effectively preserved, funded and operated. The Division is dedicated to implementing best practices that advance safety, consistency, efficiency, reliability and customer service. Specifically, the Division preserves and operates municipal infrastructure involving roadways, traffic, water, drainage, waste water and solid waste to meet regulatory requirements and community needs.

  • Planning & Development
    The mandate of the Planning & Development Division is to provide a long-term comprehensive approach to planning, engineering and development processes to ensure the efficient use of land and community infrastructure in creating a City that reflects Council's Vision and the goals of Regina residents. Specifically, the Division encompasses land use, neighbourhood, transportation, and infrastructure planning, long-range capital planning, development review, building permits and inspection and real estate services.  

  • Office of the City Manager
    The mandate of the Office of City Manager is to be council's link to Administration.  The Office provides executive direction, strategic guidance and governance support to the Corporation and its officials. The Office facilitates in the areas of government relations, strategic planning, communications, customer service and organizational effectiveness. The Office advices and provides support on matters of municipal governance, strategy and protocol, and ensures the City operates according to the rule of law.

Executive Leadership Team (ELT)

The City Manager, along with the General Manager of each Division, form the City’s Executive Leadership Team. ELT members are:

  • Bonny Bryant, General Manager of Community & Protective Services
  • Brent Sjoberg, General Manager of Corporate Services
  • Dorian Wandzura, General Manager of Public Works
  • Jason Carlston, General Manager of Planning & Development
  • Jim Nicol, Chief of Staff to the City Manager
  • Glen Davies, City Manager


The Executive Leadership Team receives advice and support from the Office of the City Clerk, Office of the City Manager and the Office of the City Solicitor.
