Regina’s decision making structure is handled through a committee system. Committees review and consider matters brought forth by the public and City Administration and provide recommendations to City Council.

City Council also establishes advisory committees to receive input and advice from the citizens of Regina. These committees are made up of members of the public and Councillors. Citizens are encouraged to participate in local government by applying to the committee of their choice each year in September. Appointments to committees are made by City Council.

The public is welcome to attend committee meetings and address the committee regarding any agenda item which interests them. Committee agendas are available on the Friday afternoon after 3 p.m. the week prior to each meeting.

Boards and Committees of Council

Accessibility Advisory Committee:

The committee advises on the development, implementation and evaluation of guiding principles, policies, strategies, and programs to position Regina as a model community for the inclusion of all citizens, including persons with disabilities. This committee also hears appeals in accordance with the Paratransit Policy and Procedure Guide.

Arts Advisory Committee

The Committee provides advice and recommendations regarding arts related issues, policy development and programming, incorporating contemporary art practices into city planning and development, communication and outreach to the community regarding art. This committee also makes recommendations on disbursement of the Arts and Culture Grants Fund.

Board of Police Commissioners

The Board, established by The Police Act, 1990 is responsible for the delivery of policing services within the municipality; and for providing general direction, policy and priorities and long-term plans for the Regina Police Service.

Board of Revision

The Board hears appeals and makes decisions with respect to local improvements and property assessments in accordance with The Local Improvements Act 1993, The Cities Act, 2003.

Cemeteries Departmental Consultative Group

The group advises the City Administration on issues related to the management of City cemeteries.

Community and Protective Services Committee

The Committee considers and makes policy recommendations to Council regarding fire and protective services, parks and open space services, community, recreation and cultural programs and services, and public transportation services as well as taxis. The Committee also makes recommendations to Council on consulting contracts over $500,000 related to the mandate of the Committee.

Community Investment Review Consultative Group

The group provides advice to City Administration regarding criteria for grant funding eligibility and allocation to applicants and provide advice to the Administration regarding social policies.

Community Leaders Advisory Committee

The Committee provides a forum for community leaders who work collaboratively at a strategic level to provide a credible voice to both City Council and citizens to inform and influence the vision and strategic directions of the community and City of Regina.

Community Services Advisory Committee

The Committee provides advice and recommendations pertaining to policies and services concerning: parks and open space services; community, recreation and cultural programs and services; and public transportation services. As well, this Committee provides a forum for citizens to raise issues and concerns regarding community services in the city and provides advice and recommendations on ways to increase awareness and improve usage of City community services.

Crime Prevention Advisory Committee

The Committee serves as a resource, information gathering and advisory body to Council on matters pertaining to safety and the prevention of crime in Regina. The Committee is responsible for advising Council regarding ways the City and other stakeholder members can participate in identifying strategies, policies and programs that address the root causes of crime and opportunities for crime reduction.

Development Appeals Board

The Board hears and considers appeals to zoning regulations in accordance with the duties and powers of The Planning and Development Act, 2007 .

Emergency Measures Committee

The Committee exercises overall responsibility for emergency planning.

Environment Advisory Committee

The Committee provides advice and makes recommendations related to ongoing strategies with significant environmental impact such as: the City’s infrastructure, urban forest management, open space management, waste management, water conservation, watershed, energy use, landfill, bikeways and Wascana Creek Rehabilitation.

Executive Committee

The Committee is made up of all members of Council and considers matters which require preliminary and advisory consideration of all members of Council. The Committee is responsible for matters relating to interjurisdictional affairs, municipal officials and for making recommendations on appointments to the various Committees within Council’s jurisdiction.

Finance and Administration Committee

The Committee considers and makes recommendations relative to financial and administrative matters of the City. These matters include taxation, audits of City accounts, functions or procedures; internal City facilities and infrastructure; and all other Corporate Services matters unless those items fall specifically within the mandate of another Main Committee. The Committee has authority to interpret and modify the Council Support and Elected Official Travel Policies.

Municipal Heritage Advisory Committee

The Committee advises and makes recommendations on the preservation, interpretation, development and designation of heritage buildings and cultural properties within the city of Regina in accordance with The Heritage Property Act, H-2,2.

Public Works Committee

The Committee is responsible for services provided by the City related to the construction, operation, development and planning of the City’s infrastructure. It has the authority for traffic control measures and pedestrian corridors, and assists in resolving public issues relative to infrastructure.

Regina Appeal Board

The Board hears appeals of orders made pursuant to Section 328 of The Cities Act, 2003 and The Regina Property Maintenance Bylaw No. 2002-105. The Board also reviews the refusal, suspension or revocation of licenses pursuant to The Licensing Bylaw No. 2006-86, after providing the applicant or licensee with an opportunity to be heard.

Regina Planning Commission

The Commission advises and assists City Council with respect to all matters pertaining to community planning and development. The Commission has the duties and powers as set forth in The Planning and Development Act, 2007 and Regina Planning Commission Bylaw No. 8176 .

School Board/City Council Liaison Committee

The Committee was created to discuss issues of mutual interest and concern.

Youth Advisory Committee

The committee provides advice and makes recommendations related to issues that affect youth in Regina. The committee will promote youth engagement in civic issues and advise on strategies that enhance the focus on youth interests and needs.
