Fact Sheet for Proposed Landfill Expansion

The Fleet Street Landfill, operated by the City of Regina, is located northeast of the City along Fleet Street, north of Highway 46. The proposed project is an expansion of the existing landfill. The proposed expansion would be located in areas adjacent to the existing landfill and would occupy parts of Sections 3 and 4 in Township 18, Range 19. (see map of the proposed landfill  .)

The landfill expansion project must go through an Environmental Impact Assessment and project approvals prior to detailed engineering design and construction.

Need for a new landfill

The current Fleet Street Landfill is expected to reach capacity within 2 years. In addition to increasing composting, recycling and other waste minimization initiatives, the City’s Solid Waste Management Plan identifies a continued need for a municipal landfill. Therefore, the City has decided to expand the landfill in three phases: 

1. South of the existing landfill 2. West of Fleet Street 3. Fill-in of existing site

This will provide the space required for landfill services to residents for approximately another 80 years.

Companies involved in this project

The City has contracted AMEC Earth & Environmental (a division of AMEC Americas Limited), in association with Earth Tech (Canada) Inc. (ETCI), to provide environmental assessment, pre-design, design, and construction engineering services for the Project.

Environmental regulatory requirements

The Saskatchewan Environmental Assessment Act requires the City of Regina to conduct an Environmental Impact Assessment (EIA) for the landfill expansion. An Environmental Impact Statement (EIS) is then prepared and submitted to the Minister of Environment for approval.

Project timeline

The detailed design of the proposed expanded landfill is scheduled to begin in early 2009. Phase 1 of the landfill expansion is expected to be ready to receive waste by October 2010, subject to regulatory approval.
