The Development Site
The site was most recently occupied by "Superstore" in 2000. View aerial photograph of site.
The site is currently zoned as MAC-Major Arterial Commercial. Surrounding land uses are:
- commercial space to the north and west
- Canadian Pacific Railway mainline, which separates the stie from downtown to the south
- CPR yards to the east, which may present opportunity for redevelopment in the coming years
Note: Existing commercial lands on the southeast corner of Albert Street and Dewdney Avenue is not part of the subject property and would remain. A 0.769 hectare portion of the site slated for future development is not part of this application.
The Applicant's Proposal
The applicant proposes to develop the subject property with a mixture of office, retail and service uses. Final configureation of office and retail space would depend on the final tenant mix, but the approval would accommodate a maximum amount of retail space of appoximately 8000 m2 and office space in excess of 9000 m2 in floor area.
Retail space in excess of 1000m2 and office space in excess of 500m2 in a MAC-Major Arterial Commercial zone is a discretionary use.
Physical development of the site would consist of:
- Redeveloping the existing building (former Superstore building) for retail and office use
- A new building along the west side of the site, which would consist of 9 commercial rental units that are one or 2 stories in height
- Construction of a 39-seat restaurant witha drive-thru service and a 220 seat restaurant (Restaurants are permitted uses inthe MAC zone and therefore do not require City Council approval.)

The review process
The City gathers comments from 'interested parties' including nearby residents or property owners, which it addresses in a report to the Regina Planning Commission.
Generally the role of the Regina Planning Commission is to recommend that City Council approve, usually subject to conditions, or deny the proposal. City Council then considers the recommendation of Regina Planning Commission and approves or denies the proposal.
