Project Description
The applicant proposes to develop a major commercial/retail centre on three separate parcels, corresponding to the primary commercial precinct or "campus" within the Harbour Landing Concept Plan area (approved by City Council on August 20, 2007). The proposed development will contain a variety of building types and sizes with a total floor area of approximately 86,000 square metres (925,000 square feet). In addition to retail space, intended occupancies include a broad range of commercial uses (e.g., offices, financial institutions, restaurants, entertainment and leisure, personal services) as well as residential. A featured component of the development is an urban village, or town centre, which is expected to provide a pedestrian-friendly environment for business, leisure and community activities. The City gathers comments from 'interested parties' including nearby residents or property owners, which it addresses in a report to the Regina Planning Commission.
Generally the role of the Regina Planning Commission is to recommend that City Council approve, usually subject to conditions, or deny the proposal. City Council then considers the recommendation of Regina Planning Commission and approves or denies the proposal.
