The subject portion of Parcel E was zoned as R1-Residential Detached in June, 2008, to accommodate conventional detached lots. However, the developer has since expressed interest in rezoning the subject lands to accommodate “neo-traditional” residential development, and has requested that it be rezoned to DCD 11 – Direct Control District, Suburban Neo-Traditional. This special zone was established by City Council’s approval of Bylaw No. 2009-17 on April 6, 2009. It provides for neo-traditional development with a strong street orientation, including rear lane vehicular access, reduced front yard setbacks and frontages. The block to the immediate north of the subject lands was rezoned to DCD 11, concurrent with the establishment of the district. The applicant’s proposal would extend its application southward and to a larger portion of the Greens on Gardiner community. The review process
The City gathers comments from 'interested parties' including nearby residents or property owners, which it addresses in a report to the Regina Planning Commission.
Generally the role of the Regina Planning Commission is to recommend that City Council approve, usually subject to conditions, or deny the proposal. City Council then considers the recommendation of Regina Planning Commission and approves or denies the proposal.
