Project Description

The City of Regina has received a Discretionary Use Application for the development of a 20-storey office tower on the subject property. The proposed office tower contains space for commercial tenants on the main floor along portions of the 12th Avenue and Hamilton Street frontages with an atrium space located at the corner of the main floor and extending mostly along the 12th Avenue frontage. The proposal contains a 2-level underground parking garage with 50 parking stalls and access to the parking garage is proposed from the lane at the rear of the subject property. The building requires approximately 240 parking stalls. The applicant is proposing to provide the remaining required parking stalls in an existing parkade located at the northwest corner of Rose Street and 12th Avenue through an off-parking agreement which is permitted in the Downtown zone. Office use is permitted in the D – Downtown zone. However, developments which exceed a floor area ratio of 2.0 and a height of 12.0 metres are discretionary uses in the Downtown zone. The proposed development has a floor area ratio of approximately 16.8 and a height of 84.5 metres. Floor area ratio is determined by dividing the area of the building by the area of the lot and excluding areas below grade (i.e., underground parking levels) and space for mechanical equipment, stair wells and shafts. The surrounding land uses include a commercial use to the north, a high-rise apartment building to the east, a mixed use office/residential tower to the south (TD Bank Building), and an office tower (Hill Center Tower II) to the west.

The review process

The City gathers comments from 'interested parties' including nearby residents or property owners, which it addresses in a report to the Regina Planning Commission.

Generally the role of the Regina Planning Commission is to recommend that City Council approve, usually subject to conditions, or deny the proposal. City Council then considers the recommendation of Regina Planning Commission and approves or denies the proposal.
