Notice of Intention to Amend Regina Zoning Bylaw No. 9250

Notice of intention is hereby given by the City of Regina, pursuant to section 207 of The Planning and Development Act, 2007, for City Council's consideration of a bylaw(s) to amend Regina Zoning Bylaw No. 9250.

The amendment is contained in the proposed Bylaw number 2012-11 and more particularly referred to below.

The proposed amendment may be inspected by any person in the Planning and Sustainability Department, City Hall, between the hours of 8:00 a.m. and 4:45 p.m. on Monday through Friday, all holidays excepted, and up to 4:45 p.m. on Tuesday, the twenty-first day of February, 2012.

City Council, at its meeting to be held on Tuesday, February 21, 2012 at 5:30 p.m. in the Henry Baker Hall, Main Floor, City Hall, will consider any submissions respecting the proposed amendment. The City Clerk will, prior to the enactment of the amendment, enquire as to whether any person wishes to be heard by the Council in relation thereto.

If any person wishes to have written submissions available for review by Council members prior to the Council meeting, a copy of the submission should in accordance with the City of Regina Procedure Bylaw be delivered to the Office of the City Clerk prior to 1:00 p.m., Thursday, February 16, 2012.

Proposed Bylaw No. 2012-11

Amendment to Regina Zoning Bylaw No. 9250 – Chapter 19-Zoning Maps (Map No. 2294 and 2295).

Regina Development Plan Bylaw No. 7877

Notice of intention is hereby given by the City of Regina, pursuant to section 207 of The Planning and Development Act, 2007, for City Council's consideration of a bylaw to amend Part J (Cathedral Area Neighbourhood Plan) of Regina Development Plan Bylaw No. 7877 (Regina’s Official Community Plan, or OCP).

The amendment is contained in the proposed Bylaw number 2012-8 and more particularly described below.

The proposed amending bylaw may be inspected by any person in the Planning and Sustainability Department, 9th Floor, City Hall, between the hours of 8:00 a.m. and 4:45 p.m. on Monday through Friday, all holidays excepted, and up to 4:45 p.m. on Tuesday, the 21st day of February, 2012.

City Council, as its meeting to be held on Tuesday, February 21, 2012 at 5:30 p.m. in the Henry Baker Hall, Main Floor, City Hall, will consider any submissions respecting the proposed OCP amendment. Proposed Bylaw No. 2012-8

Consideration is being given to an amendment to section 6.0 (Exceptions) of the Cathedral Area Neighbourhood Plan (Part J of the OCP). The proposed amendment would allow for City Council’s approval of a Zoning Bylaw amendment, to rezone existing residential properties from R4A - Residential Infill Housing to LC3 - Local Commercial, in order to accommodate the development of a larger grocery store on an enlarged site, which would replace the existing Canada Safeway store at 2915 - 13th Avenue. The amendment would specifically exempt the proposed rezoning and subsequent development on the larger property from provisions of the neighbourhood plan, which currently limit the application of the LC3 Zone to existing commercial properties and discourage the extension of commercial land uses into adjacent residential areas.
 

Proposed Lane Closures

Pursuant to subsection 13(6) of The Cities Act and Bylaw No. 2003-8, being The Public Notice Policy Bylaw of the City of Regina, notice is hereby given that at its meeting on Tuesday, the 21st day of February 2012, City Council will consider a report pertaining to Bylaw No. 2012-10, which will authorize the closure and sale of the following lanes in the city of Regina, in the Province of Saskatchewan, namely:

  1. The Lanes in Block 400, Registered Plan No. 60R05332;
  2. All that portion of the Lane in Block 400, Registered Plan No. Old 33 lying North of a line joining the South East corner of Lot 16, Block 400, Registered Plan No. 98RA28311 with the South West corner of Lot 21, Block 400, Registered Plan No. 98RA28311.

The reason for the proposed lane closures is to provide additional land for the development of a larger grocery store, which is proposed to replace the existing Canada Safeway store at 2915 - 13th Avenue. The closed portions of the lane would be consolidated with the existing store site and adjacent residential properties, with new east/west lane segments to be dedicated and developed along the south side of the consolidated store property.

City Council, at its meeting to be held on Tuesday, February 21, 2012 at 5:30 p.m. in Henry Baker Hall, Main Floor, City Hall, Regina, Saskatchewan, will consider any submissions respecting the proposed street closure. Prior to Council considering the proposed street closure, the City Clerk shall inquire as to whether any person present wishes to be heard by Council in relation to the street closure.

All written submissions must be provided in accordance with the City of Regina’s Procedure Bylaw and received by the City Clerk at that office before 1:00 p.m. on Thursday, February 16, 2011.

The proposed rezoning is required to accommodate the replacement store as a discretionary use in the LC3 Zone. The passage of this Zoning Bylaw amendment will further rely on City Council’s approval of a corresponding amendment to the Cathedral Area Neighbourhood Plan (Part J of Regina Development Plan Bylaw No. 7877).
