Revitalization project takes another step forward
The project to redevelop two large areas of land in the heart of Regina will take another step forward when the vision and guiding principles go to City Council for approval.
On Monday, Council will consider a vision and a series of principles that will be used to guide the planning and decision-making process for the project. The revitalization project involves transforming the CP Rail yards into a vibrant area featuring residential, retail and commercial developments, anchored by a new entertainment centre to replace Mosaic Stadium. It also involves redeveloping the current Mosaic Stadium site into a diverse new residential area featuring a variety of housing options, as well as retail and commercial opportunities.
The vision would see the project take shape over the next 10 to 15 years. This is an aggressive target, and will require directing a significant portion of Regina's future development to this area. The desired timeline would see site preparation and construction for an entertainment centre begin in 2013, with completion of the new facility in 2016. Development of the remaining land on the CP Rail site would begin in 2014 and development of the Mosaic Stadium site would begin in 2016.
"The timeframe is bold for a project of this magnitude," Mayor Pat Fiacco said. "However, Regina's economy is strong, we need to make better use of existing areas and infrastructure within the city, we need more housing and to build on our current sports and entertainment facilities. I think the vision is both exciting and responsible."
The vision also states the project will be developed using best practices in sustainability and urban design. It will be a leading example for cities within western Canada.
The decision-making principles commit to development of an area that is vibrant and include a variety of housing options for purchase and rental. Residents will be able to walk to local amenities and work in all four seasons. It will feature high quality design and will promote social cohesion and community activities. This new opportunity for Regina will be developed in a way that is financially viable for the city, residents and businesses.
The project is being led by a small business unit within the City Manager's Office. Over the summer, the team has organized itself and begun work on a number of elements of the project, including development of a master plan, environmental assessments of the land and initial planning for a process to seek private sector partnerships to determine the feasibility of a new entertainment centre.
The City will be seeking future partnerships to assist in achieving the vision for this development.
As the project progresses, updates and opportunities for input will be provided to Council and the community.
