Area Plans (Proposed and Approved)
Area Planning Overview
Area plans are used by the City to guide growth, development and servicing in two contexts:
- Proposed/ new neighbourhoods, commercial areas and industrial parks being built on the city’s periphery;
- The improvement or redevelopment of existing neighbourhoods, commercial areas and industrial parks.
Area plans include neighbourhood plans and concept plans – these plans differ as follows:
- Neighbourhood plans provide high-level policy direction for the long-term growth, development and servicing of a particular area. Where a neighbourhood plan applies to a new development area, it sets the stage for more detailed planning: concept plans and rezoning.
- Concept plans illustrate the specific location of land-use, streets and open space and generally apply to smaller development areas, such as development phases within an overarching neighbourhood plan area or infill or redevelopment sites. Where a concept plan is required, it must be approved before rezoning can occur.
The preparation process associated with Area Plans includes:
analysis → administrative review → public engagement → Regina Planning Commission review → Council approval

Design Regina has two parts: Part A is a citywide policy plan, and Part B is a collection of secondary plans for specific areas of the city.

Concept plans give direction for land use as outlined in the secondary plan for the area.
