Manager, Financial Operations and Reporting

The City of Regina has an exciting opportunity for the right person to join our Finance Department management team. Reporting to the Director of Finance, the Manager, Financial Operations and Reporting, provides leadership and stewardship of the City’s financial resources and services. This is done through leading and mentoring a team of professional accountants, procurement professionals, and other staff as they define and deliver exceptional governance practices, contemporary financial processes, and effective controls in order to positively direct and impact our corporate customer services and legislated reporting requirements. This is a senior management position that plays a key role in the development of financial, procurement, and corporate policies which align with the strategic direction of the City and in the monitoring of the performance of the corporation. Its mandate also includes oversight and direction of the purchasing, public accounting and reporting, accounts receivables and payables, and accounting services functions. Additionally, as a member of the Department’s management team, there will be additional opportunities to contribute to the City by leading and participating in Department or City-wide projects and special initiatives.

As success in this position can only be achieved through harnessing the strength of the Manager’s team, we are looking for someone who has an excellent track record of leading teams through periods of change to accomplish great things. Our ideal candidate has a Master’s degree in Public or Business Administration (consideration will be given to those who have a Bachelor’s in this area), and while an accounting designation is an asset, it is not required. Additionally, the successful application will bring several years of increasingly-responsible strategic management experience including program and service review, development, and delivery; policy development; business planning; budgeting; and performance measurement. Finally, superior communication and interpersonal skills are necessary for this position to build and maintain productive partnerships within the City and with external stakeholders such the other levels of government.
