The City of Regina is moving towards an enhanced waste management service for residents.
Enhanced Service Highlights
- curbside or property line recycling
- seasonal collection of yard material (e.g. grass, leaves, twigs)
- permanent facility for household hazardous waste drop off
- collection of bulky items such as appliances and furniture.
This is a big change to our existing service and new recycling services will take time to design. Service changes could start in 2011 or 2012.
Frequently Asked Questions
Will curbside recycling include glass and tin? If not, why?
Specific items for recycling have not yet been determined. The City of Regina will research options and include public consultation, to determine which products will be recycled and how the service will be delivered. Markets for recoverable environmental benefits and financial implications will all be factored into the decision regarding materials collected.
What is going to happen to private recycling companies?
The City has been working with this industry throughout the project and will continue to work with this industry to use existing quality services in this initiative.
How much money is the enhanced service going to cost?
The average household can expect to pay $220-$240 a year or $18/mth. The average household already pays $110 a year; this will be an additional $110-130 dollars a year.
How much waste is this going to divert?
The potential diversion rate will be between 30-40 per cent. Our current recycling program diverts 16 per cent.
How will the City collect the fee for this service?
There are a few funding options to consider. This will be determined in 2010 during the next stage of development.
This is for residential collection. Are you making the Industrial and Commercial areas change too?
Council approved the adoption of the Extended Services for this sector. This includes variable landfill rates – example higher rates for material that should be recycled and education of waste reduction at source.
Define Curbside? I don’t have front pick-up now and don’t have a front curbside feasible for this collection?
Collection will be determined in the next stage of development. However, curbside does not necessarily mean at the front. We could use the term property line and we may use alleys for collection of materials.
What is going to happen to my back alley bin?
The back alley garbage collection is a different program then Waste Plan Regina. Garbage collection services are being evaluated through a different process.
I don’t like the idea of a bulky item (e.g. appliances) pick-up and I don’t want that to be included?
We realize there are some concerns about the logistics regarding bulky item pick-up but believe this is a service that can benefit the residents. Pick-up will take place on set, advertised days to alleviate public concerns around mess and unsightliness.
