Defining muncipal boundary alteration
Municipal boundary alteration involves a change in boundaries between neighbouring municipalities. It is the act of incorporating land from one municipality into another municipality. The alteration of municipal boundaries does not involve a change in land ownership, simply a change in municipal jurisdiction.
In terms of the City of Regina, this would involve changing the official boundaries of the City of Regina to accommodate future long-term urban growth. This means that some areas that are now located within the R.M. of Sherwood would be brought under the jurisdiction of the City of Regina.
Expropriation occurs when an owner is forced to sell his or her land, at market value, to a municipality for the purpose of a specific major public project (e.g., roadway expansion).
Alteration of municipal boundaries does not involve a change in land ownership. Owners continue to own their property, but since the boundaries of the municipalities change, the property shifts, in this case, from being located in the R.M. of Sherwood to the City of Regina.
If the application for municipal boundary alteration is successful, property owners and residents would no longer live in the R.M., but rather in the City of Regina.
