Scholarship winners are selected by the Scholarship Committee who considers the student’s application, grades and community involvement. The Scholarship Committee consists of a City Councillor; 2 City of Regina administration staff; 2 University of Regina representatives; 1 representative from SIAST, Wascana Campus; and 1 representative from the First Nations University of Canada, Regina Campus. The Scholarship Committee meets twice a year.

The Henry Baker Scholarship Program is administered by the Community Services Department.
