City of Regina welcomes new Executive Director, Financial & Corporate Services
Chris Holden, City Manager, announced today that Barry Lacey, CPA, CA, CMA will be joining the City as the Executive Director, Financial & Corporate Services, effective October 30, 2017.
“The City is very pleased to welcome Barry Lacey to the Executive Leadership Team,” said Chris Holden, City Manager. “In addition to extensive financial management and strategic planning expertise, Barry has coordinated and led large change initiatives that demonstrate his commitment to team work and collaboration.”
Lacey is currently Vice President, Special Projects at the Crown Investments Corporation of Saskatchewan. Previous to this, Lacey had been the President and CEO of the Saskatchewan Liquor and Gaming Authority (SLGA). During his decade-long tenure as President and CEO, he successfully planned and executed significant changes to Saskatchewan’s liquor retailing system, streamlined the liquor regulatory framework, replaced most of the major information technology systems and championed the development of innovative safety systems which resulted in a greater than 60 per cent reduction in lost-time injuries.
“This is an opportunity to not only take on new challenges, but to contribute in a positive and meaningful way to a city and community in which I have lived most of my life,” said Lacey. “I very much look forward to continuing my 30-year career in public service with the City of Regina.”
Lacey began his career with the Provincial Auditor of Saskatchewan in 1987 before moving to the Ministry of Health where he played a critical role in managing the province’s financial relationship with the newly formed health boards, including coordinating the transfer of financial resources, building/leases and equipment to the province’s health districts.
Lacey is a Chartered Professional Accountant, with a Bachelor of Administration from the University of Regina.
