The Cemeteries Bylaw

The Cemeteries Bylaw No. 2008-27 was established to regulate the business, interment and maintenance services for the Riverside Memorial Park and Regina Cemetery.


  • Licenses may be purchased for each lot or niche within a City cemetery. Fees and charges are associated with each license.
  • Authorized burial permit or cremation certificate, fees and application form are required prior to any interment.
  • All interments shall take place in accordance with the specifications set out in this bylaw as per specification in Schedule B – Interment Options.
  • The City shall provide long-term care and maintenance of the cemetery grounds.
  • Memorials installed must comply with specifications set out in Schedule C Memorial and Memorialization – Riverside Memorial Park Cemetery, Schedule C Memorial and Memorialization – Regina Cemetery and Schedule D Memorialization on Columbarium Niches.
  • No one shall install or remove a memorial or memorialization without prior written approval.
  • The City shall set aside and maintain an area within both Riverside Memorial Park Cemetery and Regina Cemetery as a Field of Honour for the interment of veterans and their spouses.
  • A licensee who has purchased a lot may transfer the lot back to the City or another Licensee but used lots may not be transferred.
  • Pets are permitted in the cemetery on leash and the pet owner must remove any defecation.
  • No person shall permit or take part in any unauthorized event in a cemetery.
  • No person shall write upon, scratch, deface or damage any memorial, memorialization, fence, building or any other structure in or belonging to the cemetery.

City of Regina cemeteries are governed by provincial and municipal regulations:

  • Bill 30 – Cemeteries Act, 1999 and
  • Cemeteries Regulations, 2001.

Additional Information


There are fines in place for individuals and/or corporations who do not comply to the regulations within the bylaw. Fines can reach up to $5,000.
