Discretionary Use Application

There are two categories of uses that may be allowed in each zone: permitted uses or discretionary uses.

Permitted uses

  • The use or development where an owner is entitled to a development permit. The development must conform to the standards and regulations within the Zoning Bylaw No. 9250.

Discretionary Uses

  • The use of land, building or other structure that may be permitted only at the specific location and discretion of City Council.

When you are considering developing on a piece of property or changing the land use, contact the Planning and Development Division to determine the zoning of the property. If the use you propose is considered discretionary, you must first apply for approval from City Council.
