Complete Neighbourhoods

Complete neighbourhoods are distinct and inclusive areas that offer safe and convenient access to the goods and services people need for daily life. This includes:

  • a variety of housing types for residents
  • access to employment
  • integrated open spaces and parks
  • educational and recreational facilities and programs
  • a fully connected, multi-modal transportation network for pedestrians and non-pedestrians
  • a variety of food and retail amenities and other commercial services

The proposed Zoning Bylaw supports the development of complete neighbourhoods by:

  • allowing a mixture of building types in all residential zones to increase housing options;
  • encouraging mixed-use buildings located close to the sidewalk to enhance the pedestrian experience;
  • encouraging the development of centrally located neighbourhood hubs; and
  • requiring bicycle parking for all land uses to encourage active transportation.
