James Balfour was Mayor of Regina in 1915 and again in 1931. He was a farmer, became a teacher, then studied law and practised in what became one of the largest law firms in the west. He was Regina's Town Clerk for several years and was the first City Clerk. James Balfour's interests ranged from the YMCA, of which he strongly supported, to Knox-Metropolitan United Church where he was a prominent singer and elder.
Balfour Collegiate bears his name in recognition of 20 years of service on the Regina Collegiate Board.
