James A. McCaul, prior to Regina's incorporation, was one of the Commissioners elected to look after the public interests and affairs of the community. When that group was replaced by a Citizens' Committee, on July 16, 1883, McCaul was again elected to serve on it. He was Mayor of the town of Regina in 1890. When the Regina Board of Trade held its first official meeting on April 6, 1886, McCaul was elected its first president.
