In 1949, the Saskatchewan Council for Crippled Children and Adults (SCCCA) began providing medical and emergency transportation on a contract basis to Regina residents with disabilities who were unable to use regular transit. Funding came from charitable organizations like the March of Dimes and United Appeal.
By the early 1970’s, this special needs transportation service provided about 31,000 trips annually but the need was growing. In 1974, SCCCA received a federal Local Improvement Grant to provide evening and weekend bus service on a trial basis at $0.50 per trip, and assess the extent of the need.
At about the same time, Kurt Hall of Saskatoon completed a provincial study for the Saskatchewan Coordinating Council on Social Planning (SCCSP). The report concluded that transportation is a basic right of all individuals – disabled and non-disabled. It proposed a short-term, cost-shared program involving municipalities and encouraged the development of a long-term plan.
Then on May 13th, 1975, Regina City Council approved a provincial-municipal cost-sharing arrangement to establish the Regina Paratransit Service to be operated under SCCCA. Full public service and contract service began on July 1st of that year.
SCCCA, which later became the Saskatchewan Abilities Council, operated the service until 1991. After that, the municipal transit system took over administration, scheduling and dispatching while the transportation service was awarded to private contractors.
Today, 33 vehicles serve more than 2,500 clients, providing more than 188,000 trips each year.
