Council reports

On December 17, 2012, City Council received a sewage treatment plant project update.

On June 11, 2012, City Council approved a report on project delivery for the sewage treatment plant.

On February 13, 2013 Executive Committee considered the following report that recommends a P3 for the sewage treatment plant. City Council approved the report on February 25, 2013.

Federal and Provincial standards

Sewage treatment regulations are created under Federal statute, and the Provinces have the responsibility to issue a municipality's Permit to Operate. The following files provide background information about the new Provincial and Federal regulations for sewage treatment:

  • Environment Canada Wastewater Systems Effluent Regulations (enacted under the Federal Fisheries Act) 
  • Letter from Saskatchewan Ministry of the Environment about our renewed and altered Permit to Operate for the City of Regina Sewage Works
  • Alteration of Permit to Operate a Sewage Works. Section 3.13 specifies the requirement for the City to construct or alter the Sewage Works to meet the specifications outlined in Appendix D of the Permit by December 31, 2016.
  • Appendix A-D contains the technical parameters of our Permit (from June 1, 2012 to May 31, 2014) including effluent targets, monitoring frequencies, and the effluent criteria targets for December 31, 2016 (Appendix D) noted in Section 3.13 of the Permit to Operate.
