Housing Land Bank

The City currently offers properties from its Housing Land Bank for below market value to support development of affordable, supportive and transitional, mixed-income and market housing. Properties in the Housing Land Bank with an appraised value of $100,000 or less may be sold or leased for $1 to recognized community land trusts and other eligible proponents without a public offering or City Council approval. Development conditions, including potential financial guarantees, will be required with the transfer of title to successful proponents to provide assurance the housing is developed as intended within a reasonable time frame.

Eligibility

On August 26, 2026, City Council approved amendments to the Affordable Housing Lands Policy that expanded the eligibility of who can receive properties from the Housing Land Bank at below-market rates. Available properties will now be offered to these eligible groups according to their priority level and the following allocation principles:

Allocation Principles

1. Housing Land Bank opportunities will be considered in order of priority tier, with Tier 1 receiving first consideration and Tier 4 receiving final consideration.
2. If no interest has been expressed from a qualifying group from a tier, the applications from qualified parties on the next tier will be given priority.
3. If a property in the Housing Land Bank has been determined to have strategic value for a specified use, it may be offered to a select tier(s) only.

How to Apply

The disposition of properties in the Housing Land Bank is done through a competitive expression of interest (EOI) process. To apply to purchase or lease the available properties in the Housing Land Bank at below-market rates, use these EOI forms:

• EOI Form for Eligible Housing Providers, Social Enterprises & Start-up Entities
• EOI Form for the Neighbourhood Side-Lot Program

There are four (4) intake periods for EOI forms per year. The deadline to apply for the current intake period is September 22, 2026.

EOI forms will be reviewed by a committee, which includes City staff and may include representatives from up to three community organizations. The committee will provide recommendations to the City of Regina, which has final decision over any disposition of lands. Organizations with representation on the committee are not eligible to receive property.
