You must obtain a permit if your activity affects the flow of pedestrian or vehicle traffic, prior to building, construction, alteration, or demolition of a permanent or temporary structure, filming, or special events. Permits are also required to access the City's Snow Storage Site and Wastewater Hauling Station.

Building & Development Permits
Residential Building Permits
A residential building permit is required for projects including, finishing or altering your basement, repairing foundation, insulating with spray foam, building a deck, fireplace, garage, swimming pool, addition, secondary suite or temporary structure. Commercial Building Permit
A commercial building permit is required to build a commercial, industrial institutional or multi-family dwelling within the City. For more information and how to apply, visit Building & Demolition Permits.
You need a demolition permit to demolish a residential building in Regina, such as a garage or house. For more information, requirements and how to apply, visit Building & Demolition Permits.
Heritage Property Alteration Permit
If your property is protected under the Heritage Designation Bylaw or the Victoria Park Heritage Conservation District Bylaw, you will need a permit to renovate, upgrade, do repairs or major maintenance work that applies to the elements specifically protected under the bylaw. Development permit applications determine if the use of land, building or other structures may be developed at a specific location. A permit will be issued authorizing a development pursuant to the Zoning Bylaw. For more information and how to apply, visit Land Development Applications.
Road/Sidewalk Closure Permits
Temporary Street Use Permit
You may require a temporary street use permit to close or restrict any portion of a public right-of-way street, alley or sidewalk. This includes activities such as:
If you wish to do something that will disrupt vehicular or pedestrian traffic, you must obtain a temporary street use permit to close the street or sidewalk.
You need to obtain a temporary street use permit if you must close or restrict any portion of a public right-of-way (street, alley or sidewalk) prior to the construction, alterations/repair or demolition of a building or structure.
- You must provide adequate insurance as indicated in the Traffic Division Procedure Manual
- Depending on the project and where it is located, the City may specify a time of day and/or week that the closure or restriction can occur.
- If the closure or restriction will affect businesses located on the street, alley, or sidewalk, you must contact and negotiate with those businesses to minimize the disturbance.
- If the closure or restriction will impact pedestrians, you must provide Public Works with information on how you will control and protect pedestrians that may pass through the street closure. If a covered walk-way is required, it must meet the guidelines indicated in the Traffic Division Procedure Manual.
- Contact Service Regina at 306-777-7000 to request a street use permit:
- Request for an alley or local street must be received at least 72 hours prior to closure.
- Request for a major roadway (collector, arterial or expressway) must be received at least seven days prior to closure.
- If you are requesting to close a provincial highway or highway connector, you must also contact the Minister of Highways to get approval. This process can take two to six weeks.
- Contact any businesses located along the public right-of-way to negotiate and minimize any impact to their businesses during the project.
- Submit your completed temporary street use permit and fees to Public Works (Traffic Engineering).
- Once Public Works has received your permit and approved it, the City will issue your temporary street use permit.
You require a temporary street use permit if you need to place a garbage disposal bin in an alley or parking lane of a street during a construction, repair or demolition project. If the bin can be placed on private property, a temporary street use permit is not required.
Bins can only remain on City property for a maximum of 10 days and cannot be placed in a "No Parking" or "No Stopping" area. If there is a hazard from falling objects around the bin, you must clearly mark off the work area with warning devices and a rope barrier, barricade or cones.
- Contact Service Regina at 306-777-7000 or use the online service request form to submit your request for a temporary street use permit at least 14 days in advance.
- Once your permit has been received and approved, Public Works will issue your temporary street use permit for a fee.
If you wish to sell food from a mobile food vending unit on a City street, you need to acquire a permit.
The permit for mobile food vending units is an annual permit, valid from the date of issue until December 31 of the year of issue.
Rules and regulations governing the operation of a mobile food vending unit are specified in Schedule K of the Clean Property Bylaw. All mobile food vendors, regardless of permit or location of operation, must obtain a Fire Safety Compliance Certificate from Regina’s Office of the Fire Marshal in order to operate within the City of Regina. Email FAST@regina.ca to book an inspection appointment. If the mobile vending unit is not owned by a commercial business, the vendor will need to obtain a Business Licence.
- Complete the Mobile Food Vending Permit Application Form and attach the additional detailed information required.
- Submit your completed application and payment to the main floor of City Hall. Permits are typically processed on the same day, but timing may vary depending on staff availability.
If you wish to sell food, crafts or merchandise from a vending unit located on a sidewalk, you need to apply for a temporary street use permit, as well as any other permits or licences required by the Saskatchewan Health Authority, SaskEnergy (if using a gas barbecue), Business Licensing and/or the Fire Department.
The temporary street use permit for sidewalk vending is valid for one calendar year and must be renewed annually. If you wish to renew your permit for the current year, you must re-submit your application and payment by February 15. If you do not, the City will allow the location to be open to other applicants.
Rules and regulations governing the operation of a sidewalk vending unit are specified in Schedule H of the Clean Property Bylaw.
- Complete the application form and submit it to Public Works at least 45 days before you wish to start selling.
- Attach to your application form, the additional, detailed information required. Requirements vary depending on what merchandise is being sold.
- Wait approximately 45 days for your permit to receive final approval:
- First you will receive preliminary approval, which will allow you to arrange for additional documents/approvals from other organizations as listed under Schedule E.
- Once these approvals are received and reviewed, Public Works will then approve and issue your temporary street use permit.
Transport, Hauling & Storage Permits
Hauled Wastewater Site
All users disposing of commercially-hauled wastewater at the City's Hauled Wastewater Site must obtain an annual permit. For more information, requirements and how to apply, visit Hauled Wastewater Site.
Snow Storage Site
All users transporting and dumping snow at the City's Snow Storage Site are required to obtain a permit at a cost of $10 per vehicle. For more information and how to apply, visit Snow Storage Site.
A snow removal permit is required to remove snow by mechanical means from parking lots used in conjunction with commercial, educational or institutional establishments between the hours of 10 p.m. in the evening and 7 a.m. the next morning. To apply complete the Snow Removal Permit Application Form and return it to licensing counter on the main floor of City Hall.
Large vehicles with any dimension exceeding 3.7 m in width, 25 m in length or 4.2 m in height must obtain an over-dimensional move permit from the City of Regina Traffic Department.
- Over-dimensional moves are only allowed on certain roads indicated on the Over-dimensional Move Map.
- As the mover, you must have a valid City of Regina Building Mover Business Licence.
- During the move, you must carry the over-dimensional move permit with you at all times.
- You must attend a pre-move site meeting, scheduled with the City of Regina’s Move Coordinator and other affected utilities. Failure to attend this meeting will result in your move being cancelled.
- Contact Service Regina at 306-777-7000. The City of Regina will require the details of the move at least five working days before your intended move date.
- Obtain additional permits from other organizations, such as:
- Building permit from the City of Regina
- Highway moving permit from the Saskatchewan Department of Highways
- Crossing permit from CP/CN Rail
- Road use permit from each rural municipality you travel through
You need a permit to host a block party on your residential street.
- No liquor is permitted on any portion of City property, including sidewalks, roadways and alleys.
- Block parties cannot be held on streets with bus routes.
- Music must be turned off by 10 p.m. If you wish to play music longer, contact the Regina Police Service to arrange for a loud speaker permit.
The block party permit fee is $30 and it covers the cost for the City to provide, deliver and pick up barricades for your event. Barricades will be dropped off at your residence the day before the event and picked up the day after the event. If a barricade is lost or damaged during your block party, you will be charged $35 per barricade.
- Complete the Block Party Permit Application, ensuring that two-thirds of the residents on the street have signed the petition stating they agree to hold a block party.
- Submit the completed application and petition a minimum of three weeks prior to the requested date of the block party.
- Submit it to the City of Regina via email at firstname.lastname@example.org or drop-off at Service Regina, Main floor, City Hall, 2476 Victoria Avenue. We recommend you keep a copy of your submission for your records.
- Upon approval of the temporary street use permit, an approved copy will be sent to the contact person via email or pickup at City Hall. You will only be contacted once your permit has been processed or if additional information is required.
Parade permits are issued by the Regina Police Service.
To apply for a parade permit, you must:
- Complete the Parade Permit Application Form from the Regina Police Service. If more space is necessary, attach a letter containing the information requested in the form.
- Submit the parade permit and any supporting information to the Chief of Police Office at the Regina Police Service. (Fax: 306-949-7275 or mail: PO Box 196, Regina, SK S4P 2Z8)
- Wait approximately two weeks for your parade permit to be reviewed and approved. Permit applications submitted less than two weeks before the event may be denied.
Special Occasion Permits are required for anyone selling or serving alcohol at an event that is not held in a commercially permitted establishment, a private residence, or another private place. This includes private, invitation-only events as well as public events.
Events on City Property
If your outdoor event is being held on City of Regina property, Saskatchewan Liquor and Gaming Authority (SLGA) will require written permission from the City before they can issue a permit or licence. To receive your permit from SLGA you can apply online, or purchase your permit and liquor at any Saskatchewan liquor retailer. For more information or to apply visit SLGA.com.
- Submit your completed Special Occasion Event (City Property) Application Form and attachments a minimum of 10 business days in advance of the event. Applications received less than ten days prior to the event may not be approved due to short notice.
- Once all of the required information has been collected by the City and the application is approved, written notice will be provided to you and SLGA within 14 days.
Events Not On City Property
For events such as public community events or private events that are held outdoors on non-City owned property where the area has not been permitted to sell or serve alcohol, Saskatchewan Liquor and Gaming Authority (SLGA) require written approval from the City of Regina before issuing a permit of licence to serve alcohol.
- Submit your completed Special Occasion Event (Non-City Property) Application Form and attachments a minimum of 10 business days in advance of the event. Applications received less than ten days prior to the event may not be approved due to short notice.
- Once all of the required information has been collected by the City and the application is approved, written notice will be provided to you and SLGA within 14 days. Approval may then be submitted to SLGA to complete the application process.
Street Paint Project
If you wish to paint a crosswalk or install other art on a public roadway or sidewalk in our community, you must first apply for a Temporary Street Use Permit for a Street Paint Project by April 15.
Park or Easement Access Permit
Contractors, utility companies and homeowners that require access to a house or property through a City park, easement or open space are asked to apply for a Park Access Permit.
- The licensee is responsible for the conduct and supervision of all persons using the park or open space with respect to the activities described in the permit.
- The licensee agrees to repair or pay the City for all damages done to any property belonging to or under the control of the City while used by the applicant.
- Complete the Park Access Permit Application. The City will require at least five working days before your intended access date.
- A City representative will conduct a site visit, gather photos of the open space and provide the homeowner with any special instructions.
- Homeowners that require access beyond the date listed on their permit are asked to contact the City representative to have the permit date extended.
- Homeowners should contact the City representative at the end of construction and at landscape reinstatement completion.
Accessible Parking Permit
The City of Regina sells Accessible Parking Permits to residents who have a valid Saskatchewan Abilities Council placard. This permit allows individuals the ability to park up to three hours at any one or two hour parking meter without depositing any coins.
Residential/Visitor Parking Permit
The City offers Residential/Visitor Parking Permits for residents who live within the parameters of a time-limited parking zone. This permit allows residents the ability to park their vehicle longer than the posted time limits. Residents may purchase visitor parking permits so that guests can park close to home for up to 24 hours.

Portable or Permanent Signs
The Regina Zoning Bylaw regulates sign requirements, including type, location, size and height. Portable signs, such as those mounted on a trailer or stand that can be relocated, require an annual permit. Permanent signs such as those affixed to buildings, or free-standing cannot be implemented or altered without a sign permit. A permit is required to place banners or flags along or over City streets.
Banners or flags can only be installed for the following reasons:
- Promotion or celebration of a special event (must be an event recognized by Tourism Regina)
- Promotion of designated tourist attractions
- Promotion of Regina as an attractive place to live in or to visit
Only requests from non-profit agencies or promotions of a community event will be considered. Special events that involve fundraising will not be considered. All banners or flags to be mounted on street light poles that belong to SaskPower will be sent in for approval.
Banners and/or flags must be supplied by the applicant and designed to meet all City of Regina specifications (ex. 230cm x 75cm in size). The brackets for the banners and flags will be supplied and installed by the City. Installation fees are as follows:

- Submit your Banners & Flags Permit Application Form through Service Regina a minimum of 30 business days in advance of the installation date. For requests greater than 50 banners and/or flags, the applications must be submitted a minimum of 60 business days in advance.
- Once all or the required information has been collected by the City, the completed document will be sent to you in care of a signature to validate the application. A returned signed copy will then initiate the installation process.
The City of Regina Film Guidelines include information about the procedures and applications required when filming on City of Regina property. These guidelines have been developed to create a safe and productive environment for the film company and the general public.
When filming, the City can help with:
- Street Closures: If your shoot will disrupt traffic you will need a Temporary Street Use Permit. Call 306-777-7000 to make a request.
- Meter Bagging: To reserve a parking meter, call 306-777-7000 to make a request.
- Fire Equipment: Film companies can request the use of fire vehicles and equipment or request a street wet down. Special effects involving the combustion of materials requires a permit from the Regina Fire Department. Use of fire equipment or services must be arranged directly with the Fire Marshal, 306-777-7837.
- Regina Police Service Equipment & Services: For use of Regina Police Service property, such as buildings, cars, or staff, contact the Regina Police Service at 306-777-6500.
