Budget & Finance

Access information on the City budget, performance measures and other financial documents.

Regina City Council has approved the 2023 Budget with a 3.67 per cent mill rate increase. For the average assessed home valued at $315,000, this will mean an increase of $6.85 per month ($82.20 annually) in 2023.

The approved mill rate reduces the proposed mill rate by one per cent. Council directed Administration to achieve the reduction by implementing internal expenditure measures of approximately $2.9 million without negatively impacting service delivery.

Using a strategic process, Administration has identified savings throughout multiple areas of the organization. These savings have been found through increased operational efficiencies and reduced spending such as:

  • Approximately a 25 per cent reduction to all travel and training across the organization, totaling $500,000
  • Approximately a 10 per cent ongoing reduction to consulting/Strategic Innovation Fund budgets across the organization, totaling $200,000
  • $600,000 in savings through vacancy management and undertaking a strategic approach to reviewing vacant positions for opportunities to reduce positions without impacting service delivery.

Investment in the City’s five strategic priorities - Community Safety & Well-being, Economic Prosperity, Environmental Sustainability, Vibrant Community and Operation Excellence remains a priority. Additionally, addressing the expenditure reduction will not impact service delivery.

The Budget includes new strategic investments to achieve significant community outcomes that will make Regina a more vibrant community, improve safety and well-being for residents, and drive economic prosperity and environmental sustainability. Approximately $9 million in operating and $75 million in key capital investments are invested over the next two years to support these priorities.

The five-year general capital plan includes $157 million in 2023, with an overall planned investment of $741 million between 2023 and 2027.

Affordability Programs

The City has implemented new programs in 2023 to improve affordability for low-income households with seniors and persons living with a disability, investing $860,000 toward the new High-Efficiency Water Retrofits Program, the Water Utility Rebate Program, and the Municipal Property Tax Deferral program.

So when it comes to making budget decisions, how the City invests your tax dollars is important for everyone.

Your property taxes make up about half of every dollar the City spends.

So how does the City make sure that your money is being put to good use?

Services like police and fire protection, facilities and recreation, roads, garbage and recycling collection account for a large portion of the overall operating and capital budget each year.

Budget planning also includes considering things like cost of living, growth, the increasing cost of providing services, and the condition of our infrastructure.

With population growth comes increased cost to deliver services and the need to invest in new and existing infrastructure to meet demand.

With all this in mind, the City focuses on several priorities when proposing its budget to City Council.

We look for ways to keep services affordable and to reduce overall costs.

This is achieved through innovation – finding new and more efficient ways of providing services.
