The City currently offers properties from its Housing Land Bank for below market value to support development of affordable, supportive and transitional housing. Properties in the Housing Land Bank with an appraised value of $60,000 or less may be sold or leased for $1 to eligible housing providers and recognized community land trusts to develop affordable, supportive or transitional housing without a public offering or City Council approval.

Eligibility
To be eligible to receive properties from the Housing Land Bank at below market rates to develop affordable, supportive or transitional housing, you must be an eligible cooperative or non-profit corporation that is one of the following:
- Housing provider that primarily develops, owns or operates housing.
- Community land trust that has entered into a recognition agreement with the City to hold, maintain, develop and dispose of land for the benefit of a neighbourhood or community in Regina.

How to Apply
The disposition of properties in the Housing Land Bank is done through a competitive expression of interest (EOI) process. To apply to purchase or lease the available properties in the Housing Land Bank at below market rates, use the below EOI forms:
- EOI Form for Eligible Housing Providers
- EOI Form for Recognized Community Land Trusts
There are four (4) intake periods for EOI forms per year. The deadline to apply for the current intake period is September 22, 2026.
EOI forms will be reviewed by a committee, which includes City staff and may include representatives from up to three community organizations. The committee will provide recommendations to the City of Regina, which has final decision over any disposition of lands. Organizations with representation on the committee are not eligible to receive property.
