The Early Adopter Incentive Program is to encourage the early adoption of multi-stream waste management programs (including food and yard waste service). Early Adopter Incentive Program (EAIP) funding is available for Regina’s non-designated properties used for residential and non-residential purposes. This includes the Industrial Commercial and Institutional (ICI) sector (businesses, companies and organizations) and the multi-family sector (condominiums and apartments) operating within Regina city limits regardless of size, number of employees or number of tenants. Some exceptions apply:
- Provincial and Federal Governments and Crown Corporations are not eligible for EAIP funding as they are not legally bound by City bylaws. The EAIP is designed to support entities required to comply with The Waste Management Bylaw.
- Home-based businesses are not eligible for EAIP funding if they receive City waste service.
- Multi-family properties who receive City waste services are not eligible for EAIP funding. The EAIP is designed to support properties who contract private waste services.

Steps to Apply
Step 1: Submit a Project Plan (this form)
Multi-family Property Owners/Managers must submit a project plan outlining their plan to implement a food and yard waste management service.
Step 2: Receive Proposal Approval
Wait for approval from the City. Once approved, the 90-day implementation period begins.
Step 3: Implement Your Program
Within 90 days of receiving plan approval, implement the food and yard waste management program.
Step 4: Submit a Funding Application
After implementation, submit a funding application that includes:
- Proof of capital investment
- Receipts or invoices for approved items purchased
- Monthly hauling invoice (if applicable)
Important Notes:
- Funding applications submitted after 90 days will not be accepted.
- If delays occur due to factors outside your control, you may submit a written request for an extension.
- Only one project proposal per property is permitted.
- The deadline to submit project proposals and funding applications is March 31, 2027. Programs must be fully implemented before July 1, 2027 to qualify for funding.
