City Appoints New Integrity Commissioner
The City of Regina has appointed Patricia Farnese as the City’s new Integrity Commissioner. Farnese begins her role January 1, 2026, replacing Angela Kruk, whose term ends December 31, 2025.
"Public trust in government is built through transparency and an unwavering commitment to ethical conduct. I am honoured to serve Regina by providing independent oversight and supporting Council in upholding the highest standards of integrity," said Patricia Farnese, City of Regina’s Integrity Commissioner for 2026 to 2029.
The Integrity Commissioner is an independent officer who investigates and adjudicates potential violations of the City’s Code of Ethics Bylaw, which applies to Council members. The position also provides advice and education to Council members on ethics matters.
Farnese has practiced law for more than 20 years holding a variety of positions with the University of Saskatchewan and various levels of the government, including working for the City of Regina’s legal department conducting bylaw prosecutions in 2002. She also runs her own law firm and arbitration firm, Farnese Law.
Farnese’s extensive judicial and adjudicative experience equips her well to respond to inquiries and investigate complaints of unethical conduct. In her previous roles, she has adjudicated matters involving professional conduct and the application of various codes of ethics.
The Integrity Commissioner is appointed for a four-year term. In June 2025, the City invited applications from individuals with experience in providing legal advice on ethical matters and conducting investigations. Submissions were reviewed by the Office of the City Solicitor and City Clerk to ensure candidates possessed the knowledge, skills and experience required for the role.
