FAQs for the City Centre Incentive Program. What does the City Centre Incentive Program offer? The
City Centre Incentive Program currently offers two grant incentives for existing buildings and one
tax exemption incentive for vacant lot redevelopment. Grants are available for: Storefront
Improvement Tenant Fit-up Tax Exemptions are available for: Vacant Lot Redevelopment Which areas
are eligible for incentives under the City Centre Incentive Program? The program provides
incentives to eligible properties within the City Centre boundary which can be found on our
incentive webpages under the Eligibility Criteria. Please note: the City Centre boundary is being
reviewed and will be updated in early 2026. What is the difference between grants and tax
exemptions? A grant is a one-time payment, whereas a tax exemption is an annual exemption of
municipal, library and education levies on a property. A grant is approved by City staff to a
maximum limit per project. Tax exemptions require approval by City Council, and the education
portion of the tax exemption may require additional approval by the Provincial Government. Other
taxes, such as laneway improvement charges, business improvement district levies, and others still
apply. Both incentive options are dispersed once the project is deemed complete and verified by
City staff. Do I need to have a design ready before applying for grants? Yes. We recommend
submitting elevations and renderings in your application package. Should your project be approved
under the Storefront Improvement or Tenant Fit-up streams, design fees incurred prior to 6 months
from your date of application can be included as part of eligible project costs. I have an issued
permit but have not yet started construction. Can I still apply for grants? Yes, but work on the
portion of the project that you are requesting funding for must not have started before the
effective date of the application intake period. Can I qualify for more than one incentive for a
property? Each project is unique, so it is best to contact revitalize@regina.ca for more information and to understand which incentive programs and
