11th Avenue Revitalization Project

This four-year project is in the heart of downtown and includes several upgrades to the roadway, streetscape, sidewalks and underground infrastructure. The project will take place in phases between Broad Street and Albert Street, roughly two to four blocks at a time, and will revitalize 11th Avenue as we prepare for growth in our city and work to attract more people to the downtown. The City is working closely with utility companies, such as SaskPower and Sasktel, to coordinate the work.

Project Update - April 4, 2025

2025 construction on 11th Ave is beginning this year on April 7. On that day, the following restrictions on 11th Ave will be in place: 

  • A full road closure between Broad and Rose Street, and between Scarth and Lorne Street 
  • Intermediate road restrictions between Albert Street and Lorne Street to prepare for upcoming utility work. 
  • While roads are closed or restricted, pedestrian access remains open throughout the construction zone. Residents are encouraged to visit businesses on 11th Ave – they are ready to serve customers. 
  • As of April 6, Transit on 11th between Albert St and Broad Street will once again be moving to Victoria Avenue, Lorne Street, 12th Avenue and Albert Street. See Transit Changes below for more information

    Project Outcomes

    • Rebuild roads, install new sidewalks and pedestrian ramps
    • Replace or upgrade aging underground infrastructure
    • Replace traffic signals and streetlighting
    • New landscaping to beautify the streetscape
    • Replace the transit shelters with new, fully enclosed shelters with heating and lighting

    2025 Transit Changes

    As of April 7, 2025, Transit stops will once again move off 11th Avenue as part of the 2025 construction for the 11th Avenue Revitalization Project.

    Timeline

    This is a four-year construction project that began in spring 2023.

    The City is working to revitalize the City Centre to contribute to community vibrancy, economic prosperity and safety and wellbeing. Regina’s five-year capital budget outlines investments to renew street and underground infrastructure in the City Centre, including Dewdney Avenue, 11th Avenue, Saskatchewan Drive and Scarth Street. These projects will beautify streetscapes, transform transportation networks and improve pedestrian safety to accommodate future growth in the downtown. The goal is to attract more people and businesses to live, work, visit and invest in the City Centre!
