Due to a low vacancy rate of 2.6 per cent, we will no longer issue new secondary short-term accommodation licences. We will resume once the vacancy rate increases to 3 per cent or above. New primary licence applications and renewal of existing secondary licences are permitted and will continue.
Anyone offering temporary accommodation in their principle or secondary residence, part of the residence, or a single room within the residence for a fee for a period of less than 30 days is required to have a residential short-term accommodation licence. Emergency shelters operated by non-profit organizations or government institutions are exempt.
Licence Categories & Fees
There are two categories of residential short-term accommodation licences issued by the City of Regina. Residential short-term accommodation licences are valid for one year from date of purchase and must be renewed on an annual basis.
Principal Residence Unit Licence |
A principal residence unit means the usual dwelling unit where an individual lives, makes their home and conducts their daily affairs. Fees: The short-term accommodation licence fee for a principal residence is $100 annually |
Secondary Property Licence |
A secondary property is any unit that is not the principal residence unit. Fees: The short-term accommodation licence fee for a secondary property is $300 annually |
Licensing fees are non-refundable.
Requirements
Effective May 1, 2021 all residential short-term accommodation providers will need to obtain a licence.
The residential short-term accommodation licence number is required on all advertising and marketing, including online platforms, for the short-term accommodation.
You must display your licence where it can be seen by individuals using the residential short-term accommodation. You cannot alter, deface, or reproduce your licence. A licence is not transferable from one person to another or from one premise to another. A residential short-term accommodation licence is required for each residence.

Application Information
Complete application form in full: Applicants must provide name, address and contact information, address of the short-term accommodation, building type, name and/or URL where the short-term accommodation will be marketed, and proof of principle residence and names of all adult persons that reside in the principle residence (if applicable).
Consent: If you are renting or leasing the property where a short-term accommodation will be operating, written consent from the property owner is required through the Landlord Consent FormOpens in new window.
Corporation Documents: If the applicant is a corporation, proof of registration of a corporation with the Corporate Registry (Saskatchewan) or equivalent federal or provincial registry must be submitted.
