Residential Short-Term Accommodation Licences

Find out how to apply for a residential short-term accommodation licence if you provide your home or rooms within your home for rent for periods of less than 30 days.

Due to a low vacancy rate of 2.6 per cent, we will no longer issue new secondary short-term accommodation licences. We will resume once the vacancy rate increases to 3 per cent or above. New primary licence applications and renewal of existing secondary licences are permitted and will continue.

Anyone offering temporary accommodation in their principle or secondary residence, part of the residence, or a single room within the residence for a fee for a period of less than 30 days is required to have a residential short-term accommodation licence. Emergency shelters operated by non-profit organizations or government institutions are exempt.

Licence Categories & Fees

There are two categories of residential short-term accommodation licences issued by the City of Regina. Residential short-term accommodation licences are valid for one year from date of purchase and must be renewed on an annual basis.

Principal Residence Unit Licence

A principal residence unit means the usual dwelling unit where an individual lives, makes their home and conducts their daily affairs.

Fees: The short-term accommodation licence fee for a principal residence is $100 annually

Secondary Property Licence

A secondary property is any unit that is not the principal residence unit.

Fees: The short-term accommodation licence fee for a secondary property is $300 annually

Licensing fees are non-refundable.

Requirements

Effective May 1, 2021 all residential short-term accommodation providers will need to obtain a licence.

The residential short-term accommodation licence number is required on all advertising and marketing, including online platforms, for the short-term accommodation.

You must display your licence where it can be seen by individuals using the residential short-term accommodation. You cannot alter, deface, or reproduce your licence. A licence is not transferable from one person to another or from one premise to another. A residential short-term accommodation licence is required for each residence.

Application Information

Complete application form in full: Applicants must provide name, address and contact information, address of the short-term accommodation, building type, name and/or URL where the short-term accommodation will be marketed, and proof of principle residence and names of all adult persons that reside in the principle residence (if applicable).

Consent: If you are renting or leasing the property where a short-term accommodation will be operating, written consent from the property owner is required through the Landlord Consent FormOpens in new window.

Corporation Documents: If the applicant is a corporation, proof of registration of a corporation with the Corporate Registry (Saskatchewan) or equivalent federal or provincial registry must be submitted.

Fire Inspection: A fire inspection is required with the initial application for all secondary property units. Click More Information to view the inspectable items required for Residential Short-Term Rental Accommodations:

  • Post a fire safety plan by the main entrance of the Short-Term Rental Accommodation.
  • Owner Occupied Accommodation: have or install interconnected smoke alarms with a battery backup on each floor, adjacent to sleeping rooms served by a common hallway, and for sleeping rooms not served by a common hallway, an addition hard wired smoke alarm shall be installed adjacent to the room. 10-year Lithium Smoke Alarms shall be installed within each sleeping room that do not already have hard wired interconnected alarms within. 
    • Non-Owner-Occupied Accommodation: If the entire dwelling or secondary suite within a dwelling is rented as a single tenancy, have, or install interconnected hard wired smoke alarms with a battery backup on each floor ,adjacent to sleeping rooms served by a common hallway and for sleeping rooms not served by a common hallway, an addition hard wired smoke alarm shall be installed adjacent to the room 10-year Lithium Smoke Alarms shall be installed within each sleeping room that do not already have hard wired interconnected alarms within. 
    • Non-Owner-Occupied Accommodation: If sleeping rooms within the dwelling or secondary suite are rented individually. have, or install interconnected hard wired smoke alarms with a battery backup on each floor, adjacent to sleeping rooms served by a common hallway, within each sleeping room and for sleeping rooms not served by a common hallway, an addition hard wired smoke alarm shall be installed adjacent to the room. 
  • Have or install a fire extinguisher on each floor of the Short-Term Rental Accommodation.
  • Have or install carbon monoxide detectors on each floor where the dwelling contains one or more gas-fired appliances or an attached garage and within 16 feet of each sleeping room door.
  • Have all fire extinguishers in the dwelling unit inspected and tested annually, and keep a written record of such inspections and tests.
  • Maintain all smoke alarms, fire extinguishers and carbon monoxide detectors in the dwelling unit in working order, maintain a log on all devices and have it readily available on demand for review by the fire inspector.
  • Install quick acting locksets on all egress doors to the exterior.
  • Test all smoke alarms and carbon monoxide alarms monthly or as per the manufacturer's recommendations.
  • No cooking appliances shall be allowed within any sleeping room.
  • Bedroom windows in all sleeping rooms must meet the size requirements of part 9 of the National Building Code.
