NOTICE OF INTENTION TO CONSIDER LONG-TERM DEBT FINANCING FOR THE MUNICIPAL FRONT-ENDING WASTEWATER LIFT STATIONS
The City of Regina hereby gives notice, pursuant to sections 101 and 102 of The Cities Act and The Public Notice Policy Bylaw, Bylaw No. 2020-28, of its intention to consider the long-term debt financing of two wastewater lift stations under the upcoming “Municipal Front-ending Wastewater Lift Stations” report. The City will consider incurring debt in the maximum principal sum of $59.1 million, consisting of $50.5 million for the Northwest Regional Wastewater Lift Station and $8.6 million for the Westerra Wastewater Lift Station.
The Northwest Regional Wastewater Lift Station is required to provide wastewater servicing capacity to support the development of new neighbourhoods and growth in the northwest area of the city. It also will address existing wastewater level of service issues for existing properties in established neighbourhoods. Respecting the existing Westerra Wastewater Lift Station, the upcoming report proposes that the City finance the remaining wastewater capacity in the lift station. The associated costs would then be recovered over time as development progresses beyond the first phase of the Westerra Neighbourhood.
The particulars of the report will be considered by the Executive Committee on June 18, 2025 at 9:00 am and City Council on June 25, 2025 at 1:00 pm and may also be considered at subsequent meetings. Both the Executive Committee and City Council meetings are held in Henry Baker Hall, City Hall and citizens may attend via teleconference or in person.
Citizens who want to address the Executive Committee on June 18, 2025 must register by completing the online form on Regina.ca/register no later than noon on June 16, 2025. Citizens who want to address City Council on June 25, 2025 must register by completing the online form on Regina.ca/register to request to address City Council on these matters. The deadline to register is no later than noon on June 23, 2025. A written brief is required to present at a Council meeting.
