The City of Regina awards 17 scholarships annually to students attending post-secondary educational institutions in Regina through the Henry Baker Scholarship Program.
University of Regina - Including Campion College and Luther College
- One $2,000 entrance scholarship for a student graduating from a Regina high school enrolled full time [minimum 9 credit hours] in the first year of a degree program at the University of Regina.
- Two $2,000 scholarships for a student enrolled full time [minimum 9 credit hours] in the second year of a degree program at the University of Regina.
- Two $2,000 scholarships for a student enrolled full time [minimum 9 credit hours] in the third or fourth year of a degree program at the University of Regina.
- Two $2,000 scholarships for a post-graduate student enrolled full-time [minimum 6 credit hours] in a Masters or PhD program at the University of Regina; with a thesis relating to a community issue.
First Nations University of Canada - Regina Campus
- One $2,000 entrance scholarship for a student of Indigenous ancestry graduating from a Regina high school enrolled full time [minimum 9 credit hours] in the first year of a degree program at the First Nations University of Canada, Regina Campus.
- Two $2,000 scholarships for a student of Indigenous ancestry enrolled full time [minimum 9 credit hours] in a second, third or fourth year degree program at the First Nations University of Canada, Regina Campus.
Saskatchewan Polytechnic - Regina Campus
- Two $2,000 entrance scholarships for a student graduating from a Regina high school enrolled full time in the first year of a diploma or degree program at Saskatchewan Polytechnic, Regina Campus.
- One $2,000 scholarship for a student enrolled full time in the second, third or fourth year of a diploma or degree program at Saskatchewan Polytechnic, Regina Campus.
Gabriel Dumont Institute of Native Studies and Applied Research (including Dumont Technical Institute), & Saskatchewan Indian Institute of Technologies - Regina Campus
- One $2,000 entrance scholarship for a student of Indigenous ancestry graduating from a Regina high school enrolled full time [minimum 9 credit hours] in the first year of a degree or diploma program at Gabriel Dumont Institute of Native Studies and Applied Research (including Dumont Technical Institute), Regina Campus, or Saskatchewan Indian Institute of Technologies, Regina Campus.
- One $2,000 scholarship for a student of Indigenous ancestry enrolled full time [minimum 9 credit hours] in a second, third or fourth year degree or diploma program at Gabriel Dumont Institute of Native Studies and Applied Research (including Dumont Technical Institute), Regina Campus, or Saskatchewan Indian Institute of Technologies, Regina Campus.
Registered Vocational Schools in Regina - The Style Academy, Western College of Remedial Massage Therapies, Marvel Beauty School, The Globe Theatre Conservatory, Avant-Garde College, Apex Academy of Professional Grooming & Animal Arts
- Two $2,000 scholarships for a student enrolled in a 20 week or more certificate program at a Registered Category I Vocational School located in Regina.
Applicants must be registered full-time for the upcoming fall semester in the current year at the University of Regina (including Campion College and Luther College), First Nations University of Canada, Regina Campus, Saskatchewan Polytechnic, Regina Campus, Gabriel Dumont Institute of Native Studies and Applied Research (including Dumont Technical Institute), Regina Campus, or Saskatchewan Indian Institute of Technologies, Regina Campus by the application deadline on June 1.
- University of Regina and First Nations University of Canada applicants graduating from a Regina High School must have a minimum Early Conditional Admission Average (ECAA) of 80 per cent (based on the 5 subject grades used to calculate ECAA).
- University of Regina and First Nations University of Canada undergraduate applicants must have a UGPA of 80 per cent.
- University of Regina post-graduate applicants must have a CGPA of 80 per cent in their graduate studies. (In some circumstances, a portion of the undergraduate marks will be used).
- Saskatchewan Polytechnic, Regina Campus must have a minimum overall average of 70 per cent.
- Gabriel Dumont Institute of Native Studies and Applied Research (including Dumont Technical Institute), Regina Campus, or Saskatchewan Indian Institute of Technologies, Regina Campus, applicants must have a minimum overall average of 70 per cent.
- Vocational school applicants must be enrolled in a minimum 20 week certificate program to one of the listed Category I Registered Vocational schools (The Style Academy, Marvel Beauty School, The Globe Theatre Conservatory, Avant-Garde College, Western College of Remedial Massage Therapies Inc., or Apex Academy of Professional Grooming and Animal Arts) in order to be considered for a Vocational School Scholarship.
- All applicants must reside in Regina, at the time of application submission and be attending or will attend a Regina educational institution.
- Previous winners of a Henry Baker Scholarship and City of Regina full-time employees are not eligible to apply.
There are three simple steps to apply for a scholarship.
1. Indicate the one scholarship category you are applying for
- Applicants who are registered under the Saskatchewan Collaborative Programs in Nursing between the University of Regina and Saskatchewan Polytechnic are required to submit their application through one of the four respective scholarships allocated to the University of Regina as part of the Henry Baker Scholarship Program.
2. Attach a copy of your official or unofficial transcript(s)
- High School Graduates: Please attach your most recent transcript. High school students can obtain a transcript from their high school or an official transcript from Student & Teacher Services.
- Post-Graduate, second, third, and fourth year students: Please attach a copy of all your post-secondary transcripts. Post-secondary students can obtain transcripts through the University of Regina or Saskatchewan Polytechnic.
3. Attach a Word/PDF document that details the following information in separate paragraphs, no more than two pages in length:
- Community involvement, volunteerism and personal or family life experiences;
- Academic and career objectives; and
- Why financial support would assist you.
- Post-graduate students must also describe how their thesis or graduate studies (for course-based students) relate to a community issue. Failure to include all of these pieces will result in being deemed ineligible.
Reference letters are not required and will not be considered.

The City of Regina commits to providing a response to all applicants by September 1 of the current year. The official notification will be provided via original mail, unless otherwise communicated by the City of Regina.

- The City of Regina reserves the right to reallocate funding to another category, if no eligible candidate is identified.
- If no eligible candidate is identified in the First Nations University of Canada, Gabriel Dumont Institute of Native Studies and Applied Research, or Saskatchewan Indian Institute of Technologies categories, preference will be given to applicants in another category, where the candidate has self-declared to be of Indigenous ancestry.
- The City of Regina Henry Baker Scholarship Program is subject to change without notice.

- The Selection Committee reserves the right to conduct a personal interview and request year-end marks for high school students.
- Scholarship winners’ names and photos will be used in print and media material.
- The City of Regina may contact the educational institutions to confirm applicant enrollment for the upcoming Fall semester in the current year.
- The City of Regina may share application information within the City of Regina organization.

One criteria of the City’s Henry Baker Scholarship Program (HBS) focusses on volunteer work that a student does in his or her school and community. The following students have been recognized for their involvement. Helping others is a trademark of these committed students who have received this year’s scholarship.

Kyla loves curling. She instructed young people to curl at two curling clubs prior to taking on the role as Head Coordinator for Curl for Kids at the Highland Curling Club. Kyla was acknowledged with an award at the end of high school for her efforts to promote curling and was recognized for her community involvement. She competes provincially, at the university level and hopes one day to compete nationally. She is enrolled in the Faculty of Business with the goal of also attaining a degree in Law.
Raised by a single mother who was a social worker, and with a degree in nursing, Syed’s goal is to help others through research. His goal is to help others here and around the world through researching an advanced method of carbon dioxide capture. Specifically, this research would reduce the regeneration energy at the regenerator by using freshwater as a medium to recover heat from the hot flue gas in the steam cyclic process and combination of solvents. This process will affect the operating costs and capital costs by more than 62 per cent. He has volunteered at U of R open houses, science fairs days to assist engineering students, and at his church.
A graduate of Michael A. Riffel Catholic High School, Karlee took part in many school activities including student council, volleyball, drama and improv. However, it was her school involvement with the That’s Possible Theatre, Best Buddies, Special Olympics Basketball and her community involvement with the Sask Abilities Council, that helped determine her future direction to certify as a special education teacher.
Having graduated from Archbishop O’Neill, Jeslyn is now enrolled in the early childhood program at Saskatchewan Polytechnic. Her long-term goal is to be a director of a daycare. With children always being her focus, she has volunteered through her church and community including vacation bible camps and retreats. She has found volunteering at the Salvation Army to be a real reward and holding a leadership role in her high school to have helped pave a career path.
Kelly graduated from Maryfield School. Her long history of volunteering in and around her hometown has helped build self-confidence, self-esteem and provide a sense of pride and accomplishment. She has competed in curling, winning two provincial titles, and nationally. Kelly has chosen to begin her pursuit of nursing in the Practical Nursing Program at Saskatchewan Polytechnic and would ultimately like to enroll in the Saskatchewan Collaborative Bachelor of Science in Nursing Program.
She is currently enrolled in a PhD program in Justice Studies with research focused on the perpetrators of intimate partner violence (domestic violence). Currently, there is a lack of literature on effective treatment of perpetrators. However, with increased knowledge comes better public policy. That’s why Crystal has provided public education, training, policy analysis and committee work within our province. She has volunteered with provincial transition houses, Regina’s Community Partnership Against Violence, and with Amnesty International. As a registered social worker, she also volunteers with the Provincial Association of Social Workers Ethics Committee. She also partakes in Search and Rescue Regina.
Sarah graduated from and was president of Thom Collegiate, where she led a fundraiser resulting in $8,000 going to the Allan Blair Cancer Centre. She competes in roller derby, twice on the national team. She helps a boys’ basketball team, performs in a local theatre company and is an activist for child abuse awareness and prevention. Sarah holds two part-time jobs and challenged the 5 AP exams. Her career goal is to become a teacher, as well as establish education about child abuse prevention. She is also interested in becoming involved in politics.
This aspiring medical doctor has been heavily involved in many activities. He coaches junior boys’ high school basketball and is on the executive of the Biology Undergraduate and Graduate Society. Through part-time employment, he has also become involved in the Movember organization, Mitochondrial Disease research and events for Men’s mental health and wellness. Despite his workload and commitments, he also received a research grant from the National Sciences and Engineering Research Council of Canada.
Born in the Philippines, Elizabeth’s family chose Regina to be their home in 2008. As a graduate of Harvest City Christian Academy, she learned about volunteering. Her focus has been at the public library - being a reading buddy in both French and English and repairing children’s books. She is a Royal Canadian Air Cadet - the only female Warrant Officer Second Class - a role model for others. She has taken part in Toastmasters training and was a leader in her school council. Elizabeth wishes to become a forensic scientist and has taken online courses in forensics to test her aspirations.
Amy is a PhD student who has co-authored 32 journal and conference papers. Her interest is in reducing the amount of money spent collecting and transporting waste. She received her undergraduate and master’s degrees from the U of R. She has served as a sessional lab instructor, a judge in regional and Canada-wide science fairs and worked with high school students, especially young women, encouraging them to pursue science, technology, engineering and math. Just for fun, in 2019, she cycled over 10,000 km, mostly on our city pathway system.
Tyler graduated from the Regina Christian School and spent a gap year in Australia along the Gold Coast performing missionary work. Aside from taking part in six sports in high school, he competed nationally in judo and coached young athletes. In addition to volunteering with his church, he also worked at a polling station for the 2019 federal election. His career goal is to become a doctor, perhaps working with Doctors Without Borders.
Anna Lisa has used her background and talent in design to assist organizations such as the Globe Theatre, Regina Women’s Network, Regina Musical Club, Briarpatch Magazine, the Regina Open Door Society and SOFIA House. This mother of two is in her second year of the PhD programs in Interdisciplinary Studies - Media, Art and Performance. She understands the importance of sharing experiences and supporting people around us. That’s why she is currently studying COVID-19 with the goals of showing different aspects in an accessible way to change people’s approach and reaction to the virus. Ultimately, the hope is to build a stronger community.
Deanna is enrolled in the Saskatchewan Urban Native Teacher Education Program (SUNTEP) at Gabriel Dumont. Her goal is to become an elementary school teacher in Regina. She would like to use her Métis background to provide insight into Indigenous ways of knowing and teaching. She is also passionate about advancing reconciliation within our province. Deanna has volunteered with Souls Harbour Rescue Mission, Street Culture Project, WISH Safe House and White Pony Lodge.
Fasil is a graduate of Miller Comprehensive Catholic High School and wishes to become a pharmacist and own his own pharmacy. Soccer is a first love. Becoming a soccer official has allowed him to give back to the sport and community plus earn a little income - all the while keeping fit. His older siblings, who are also in post-secondary studies, are his role models, helping teach him to balance work with activity, family and academia. His mother is a source of strength -- one who installs in him a strong school and work commitment.
Kyle has been active in his hometown of Manor, Saskatchewan and surrounding communities, volunteering in nursing homes, playing Santa and acting in Cornerstone Theatre. At the U of R, he has become involved in the JDC West Program. Kyle wishes to major in accounting and receive a Certificate in Economics, with the end desire to be a CPA. He finds Regina, like his hometown, a welcoming and caring place.
A committed student, Shalaine is working on two degrees simultaneously: Psychology and a Honours in Philosophy. Her goal is a PhD in Clinical Psychology, with a specialty in trauma-related disorders and vulnerable populations. Involvements include the Psychology Students Association, UR Pride Centre and volunteering with the International Society for the Study of Trauma and Dissociation. She is also the Vice-Chair of the City of Regina Accessibility Committee.
Engaged in the university community, this PhD student has conducted topical research that has not been done in a Canadian context. Specifically, it is to research and apply concepts to issues such as counter terrorism, cybercrime and human trafficking and investigate the implicit bias and police officer decision making - in the Canadian context. In addition to being a U of R teaching assistant, Billea also works with the RCMP as a research assistant.
