NOTICE OF INTENTION TO CONSIDER LONG-TERM DEBT FINANCING FOR THE WATER NETWORK EXPANSION PROJECT (previously known as the Eastern Pressure Solution Project) AND UNFUNDED DEVELOPMENT CHARGES FEE PROJECTS

May 1, 2025
Share:

The City of Regina hereby gives notice, pursuant to sections 101 and 102 of The Cities Act and The Public Notice Policy Bylaw, Bylaw No. 2020-28, of its intention to consider a report on long-term debt financing to fund the Water Network Expansion Project (previously known as the Eastern Pressure Solution Project) and Development Charges Fee projects. The City will consider incurring debt in the maximum principal sum of $115 million, consisting of $85 million for the Water Network Expansion Project and $30 million for the Development Charges Fee projects.

The Water Network Expansion Project is required to provide a long-term plan for the City’s water distribution network to accommodate growth. The implementation of the Water Network Expansion Project allows the City to continue to meet the needs of current and future customers and target levels of service goals for development, safe and reliable service, regulatory compliance and environmental stewardship.  The unfunded Development Charges Fee projects are utility and transportation projects that have been identified as being partly funded from development charges; however, the Development Charges Financial Cash Flow Model is projected to be in a negative cash balance for a significant period, requiring debt financing for the Development Charges Fee projects.

The particulars of the report will be considered by the Executive Committee on May 14, 2025 at 9:00 am and City Council on May 21, 2025 at 1:00 pm and may also be considered at subsequent meetings.  Both the Executive Committee and City Council meetings are held in Henry Baker Hall, City Hall and citizens may attend via teleconference or in person.

Citizens who want to address the Executive Committee on May 14, 2025 must register by completing the online form on Regina.ca/register no later than noon on May 12, 2025. Citizens who want to address City Council on May 21, 2025 must register by completing the online form on Regina.ca/register to request to address City Council on these matters. The deadline to register is no later than noon on May 20, 2025. A written brief is required to present at a Council meeting. Find more information about presenting to Council and Committees on Regina.ca. If attending by teleconference you must also provide the telephone number you will be using to call into the meeting with, when registering. You will receive meeting details and instructions after you have confirmed your attendance for the meeting.

Dated at the City of Regina, in the Province of Saskatchewan, this 3rd day of May 2025.
