Resident Verification Program and Non-Resident Recreation Fees

What Is the Resident Verification Program?

The Resident Verification Program is a new process to confirm whether a recreation account holder lives within Regina’s municipal boundaries. Starting February 1, 2026, residents must verify their address in person so they are ready for Summer 2026 registration, when resident registration dates and resident pricing apply for City of Regina recreation programs.

This program ensures Regina residents receive priority access and resident pricing while still allowing participation from non-residents.

 

What’s Changing?

Key Dates

  • February 1, 2026
    Resident verification begins in-person at City of Regina recreation facilities.
  • May 5, 2026
    Summer 2026 Leisure Guide goes live.
  • May 12, 2026
    Resident registration opens for Summer 2026 programs.
  • May 19, 2026
    Non-resident and non-verified resident registration opens, one week later.
  • Summer 2026 and beyond
    A 50 per cent non-resident and non-verified resident surcharge applies to registered recreation programs.

 

Who Is Considered a Resident?

You are considered a resident if your primary home address is within Regina’s municipal boundaries. 
People living in surrounding towns, rural municipalities (RMs) or other communities are considered non-residents, regardless of where they work.

 

How Residency Verification Works

  • Verification must be completed in person.
  • It only needs to be done once, unless your address changes.
  • Any adult listed on the account can verify residency for the entire family account.
  • Verification cannot be completed online due to privacy requirements.

 

Where to Verify

  • Sandra Schmirler Leisure Centre
  • North West Leisure Centre
  • Sportplex (Lawson Aquatic Centre and Fieldhouse)
  • City Hall pop-up verification dates:
    • February 23 to 27
    • March 23 to 27
    • April 20 to 24

 

Acceptable Proof of Residency

You must show one of the following:

Option 1

  • One valid government-issued photo ID with a Regina address 

Expired photo IDs will not be accepted

Option 2

  • One photo ID (e.g., passport, student ID, employer ID) and
  • One document showing your name and Regina address, dated within the last six months (an electronic version on your phone is acceptable, but it must be presented in person). Some examples include:
    • Utility bill
    • Bank statement
    • Tax notice
    • Lease or tenancy agreement
    • Home purchase document 

P.O. boxes are not accepted as proof of residency. 

Non-Resident Registration and Fees

Non-residents are welcome to participate in City of Regina recreation programs. 

However, starting with Summer 2026 registered programs a 50 per cent non-resident surcharge applies to registered programs.

 

Surcharge Applies to

Registered recreation programs such as:

  • Swimming lessons 
  • Fitness programs
  • Sports programs
  • Fine arts programs
  • Adapted programs
  • Other registered programs listed in the Leisure Guide

 

Surcharge Does Not Apply to

  • Single admissions
  • Bulk admissions
  • Leisure Passes
  • Drop-in programs

 

Important Notes

  • If you register as a non-resident and verify your residency at a later date, the surcharge will not be refunded.
  • If you move and update your address, you must re-verify your residency in person.
  • If residency is not verified, the account will be treated as a non-resident.
  • If you have a disability that prevents you from completing in‑person verification, please contact the Inclusion Support Office at 639-590-8895 or inclusionsupport@regina.ca for assistance with the resident verification process.

When does the non-resident surcharge begin?
The non-resident surcharge begins with Summer 2026 registered programs.

How much is the non-resident surcharge? 
The non-resident surcharge is a 50 per cent increase on registered program fees.

Does the surcharge apply to Leisure Passes?
No, the surcharge applies only to registered programs such as swimming lessons, fitness programs and fine arts. It does not apply to single admissions, bulk admissions or Leisure Passes.

What happens if I don’t verify my residency?
If you do not verify, you will be marked as a non-resident, and as such you will have a later registration date and be subject to a 50 per cent surcharge.

If I forget to verify and register as a non-resident, can I get a refund?
No, refunds will not be offered. Please ensure that you have verified your address before the May 12 registration date.

What if I have a disability that prevents me from completing in-person verification?
If you have a disability that prevents you from completing in‑person verification, please contact the Inclusion Support Office at 639-590-8895 or InclusionSupport@regina.ca for assistance with completing the resident verification process.

How can I tell if my address has been verified?
Log into your Recreation Online account and view summer programs. If your address is verified, the registration message will read, “Enrolment opens May 12, 2026 at 7 a.m.”. If your address has not been verified, it will instead show  “Enrolment opens May 19, 2026.”
