NOTICE OF INTENTION TO CONSIDER PUBLIC NOTICE POLICY CHANGES AND PROCEDURE BYLAW CHANGES
The City of Regina hereby gives notice, pursuant to sections 55.1, 101 and 102 of The Cities Act and The Public Notice Policy Bylaw, Bylaw No. 2020-28, of its intention to consider amendments to both Bylaw No. 2020-28, The Public Notice Policy Bylaw and Bylaw No. 9004, The Procedure Bylaw.
The amendments to Bylaw No. 2020-28 would remove newspaper advertising and City Hall public notice board postings as required methods of providing public notice for matters under The Cities Act and The Planning and Development Act, 2007. Under the proposed changes, the City would continue to post public notices on the City’s website, and, for planning matters, would continue to post physical signs at the property and mail written notices to affected property owners as mandatory minimum methods for providing public notice. In addition, for consistency with Cities Act matters, the timeframes for providing public notice for planning matters, per The Planning and Development Act, 2007, would be changed from 14 days to seven days prior to the Council meeting or public hearing date with the exception of notices related to the adoption of any new official community plan or zoning bylaw which would remain at the current 28 days.
The amendments to Bylaw No. 9004 would outline the procedures that apply where Council is required to hold a public hearing on a matter. The changes set out the process for public hearings on both bylaws and resolutions and provide details as to the order of delegations to be heard at the public hearing. The changes also provide for Administration’s reports on the bylaw or resolution to be considered within the public hearing.
The particulars of the report will be considered by the Executive Committee on September 3, 2025, at 9:00 a.m. and City Council on September 10, 2025, at 1:00 p.m. The Bylaw amendments to both Bylaw No. 2020-28 and Bylaw No. 9004 will be considered by City Council on September 24, 2025 at 1:00 p.m. These amendments may also be considered at subsequent meetings. Both the Executive Committee and City Council meetings are held in Henry Baker Hall, City Hall and citizens may attend via teleconference or in person.
Citizens who wish to address the Executive Committee on September 3, 2025, must register by completing the online form on Regina.ca/register no later than Tuesday, September 2, 2025 at 12:00 p.m.
Citizens who wish to address City Council on September 10, 2025, or September 24, 2025 must register by completing the online form on Regina.ca/register no later than 12:00 p.m. on Monday September 8, 2025 for the September 10, 2025 meeting and 12:00 p.m. on September 22, 2025 for the September 24, 2025 meeting.
