11th Avenue Revitalization Project Completed on Time and Under Budget
The City of Regina, in partnership with SaskPower and SaskTel, has completed the 11th Avenue Revitalization Project, on time and under budget.
“Investing in core infrastructure is critical to supporting a vibrant, accessible and growing downtown,” says Mayor Chad Bachynski. “We recognize that construction of this scale has had a significant impact on local businesses and residents, and we are grateful for their patience and understanding throughout the project. These improvements will strengthen the reliability of essential services for years to come while helping create the conditions for continued investment and revitalization in Regina’s downtown.”
The multi-year project upgraded roads, sidewalks, lighting and underground infrastructure along 11th Avenue between Albert Street and Broad Street, creating a safer, more accessible and welcoming corridor for residents, businesses and visitors.
"The completion of this project is an important step in the ongoing revitalization of our city centre," said Kurtis Doney, Deputy City Manager, City Operations. "By renewing critical infrastructure above and below ground, we've invested in a downtown that is better positioned to support residents, businesses and future growth."
Beginning in 2023, the project was delivered in coordination with SaskPower and SaskTel, allowing major utility upgrades to occur alongside the City's work, reducing the need for future construction on 11th Avenue.
The City thanks downtown businesses, property owners and residents for their patience throughout construction. Enhanced communication efforts and ongoing collaboration helped maintain access and minimize disruptions during the final construction season.
While major construction is complete, several finishing features, including benches, heated transit shelters, garbage bins and landscaping elements, will be installed through fall 2026 and spring 2027. For example, trees will be planted on Saturday, October 17, leading to a short-term road closure.
