City Hall Cafeteria Opening in the New Year

After a hiatus of a couple years, the City Hall cafeteria will officially re-open under new management as Capital City Kitchen on January 5, 2026, following a soft launch the week of December 8.

“Capital City Kitchen will bring homemade meals, local ingredients and a welcoming atmosphere to everyone who lives, works or visits the area,” said Mike Powell, Manager of Facilities and Building Services at the City of Regina. “All of Administration is looking forward to the new cafeteria and to welcoming visitors to City Hall.”

Capital City Kitchen is operated by Tim Philp (Dad’s Diner) and Shane Folk, (Hillside Smoke N’ Que). The new cafeteria will feature daily hot specials, fresh-made breakfast, grab-and-go items and a rotating menu inspired by Saskatchewan flavours.

“Our involvement in Capital City Kitchen is really about collaboration,” said Folk. “Hillside brings its operational experience while working closely with the team to create a welcoming, reliable food service that people can count on. And who doesn’t like bbq from time to time!”

Capital City Kitchen will also partner with the City and community organizations to deliver programs that support social inclusion, employment and skills development and community engagement – creating a socially responsible cafeteria that reflects the City’s commitment to community investment and corporate social responsibility.

“At Dad’s Diner, we’ve built our reputation on handmade food, local flavours, and giving back,” said Philp. “The City Hall cafeteria is an exciting next step—not only to meet new local producers and explore fresh Saskatchewan ingredients, but also to grow our social benefit program so every meal can help make a positive difference.”

The cafeteria is located on the main floor of City Hall and will be open to the general public during business hours.
