City of Regina 2025 Highlights
The City of Regina marked an impressive series of milestones and accomplishments in 2025.
“Last year was critical in many ways,” said Acting City Manager, Jim Nicol. “While navigating fast-paced changes and working in close partnership with a newly elected City Council, Administration provided excellent services to residents and advanced crucial infrastructure projects. I am proud of how much Administration accomplished this year.”
The 2025 highlights span all areas of civic operations, from infrastructure to housing, recreation and tourism.
“2025 was a year where residents, City Council and Administration moved forward together - building homes, strengthening neighbourhoods, investing in modern infrastructure and creating a more vibrant, welcoming city for everyone,” says Mayor Chad Bachynski. “Regina’s progress reflects the determination and spirit of our entire community. I’m incredibly proud of what we accomplished last year, and even more excited for the momentum we’re carrying into the years ahead.”
The 2025 highlights include:
On the Growth & Housing front, the City:
- Saw a 9% increase in building permits.
- Approved 1,141 new housing units, including 229 affordable units.
- Ranked among the top threemunicipalities in Canada for permit turnaround times.
- Redeveloped 162 underutilized sites since 2020, generating $143M in taxes.
- Launched the Coopertown development, Regina’s largest planned neighbourhood,which will span 1,800 acres and provide housing for up to 36,000 residents.
As part of its Infrastructure accomplishments, the City:
- Completed major upgrades on Dewdney Avenue, delivering upgraded underground infrastructure, new roads, widened sidewalks, enhanced activation areasand improved lighting. The project has
turned Dewdney Avenue into a more liveable and walkable area for residents and patrons alike.
- Completed the Water Network Expansion Project, amajor three-year project that will allow improved water service levels for Regina’s east end.
- Issued an RFP for the Taylor Field site to support the development of infrastructure in this area.
- Established a land bank of properties for affordable housingin North Central, offering grants to create community land trusts and partnering with groups like North Central Strong and Growing Young
Movers to acquire and develop land for permanent affordable homes.
- Began construction on the new Indoor AquaticsFacility, set to open in 2029.
To support a vibrant City Centre, the City:
- Issued an RFP for theYards site redevelopment — a major downtown catalyst
- Obtained over $900,000 in funding from PrairiesCanfor the Downtown Skuare (former Gordon Block) to bring the space to life with concerts, food trucks, festivals and mor
- Offered up to $250,000 in funding for storefront improvements for Downtown businesses with the City Centre IncentiveProgram.
As part of Recreation, Tourism & Events, the City:
- HostedAgribition at REAL District, with record-breaking attendance.
- WelcomedSkills Canada National Competition, welcoming over 500 competitors from across Canada.
- Sawover 80 national and regional events, boosting tourism and the local economy.
- Measured the best year on record for the Murray, Gouletand Lakeview Par 3 golf courses, with respectively 37,143 rounds, 29,795 rounds and 20,731 rounds played over the 2025 season.
- Designated55 acres of land east of the Caledonia Curling Club as a Municipal Grasslands Biodiversity Reserve.
These and the many other accomplishments that marked 2025 advance the key City Council priorities of Infrastructure, Vibrancy, Livability and Prosperity for our community.
