itable, the company must follow steps to build a new tower, including consulting the public and
adhering to the municipality's requirements for tower siting and
design. View Industry Canada’s helpful infographic on the process. Can residents oppose the
existence or location of a new tower in their area? Innovation, Science and Economic Development
Canada has mandated new cell towers to ensure enough wireless service for all Canadians, so it is
inevitable that new towers will need to be built and in the right locations. Wireless companies
must inform the public on the location of a new cell tower in most cases and address resident
concerns where possible. The City’s position takes into consideration adherence to the local
protocol and the feedback of affected residents. Where the City opposes the location or design of a
proposed tower, it can indicate its opposition to the Federal Government and can request dispute
resolution. Why are there so many new towers being built in Regina? SaskTel is in the process of
upgrading its tower network to accommodate 5G technology and increased demand. 5G provides faster
speeds, greater capacity and better support for devices. The nature of the technology requires that
networks are densified and upgraded. This means that new towers will be added, and existing towers
may be increased in height. Frequently Asked Questions

as. They are intended to recover growth-related costs that extend beyond the boundaries, or are
offsite, of a single new neighbourhood or development site and
provide a benefit to multiple Greenfield Areas of the city. These costs may also be referred to as
Offsite Greenfield Growth Costs. Per The Planning and Development Act, 2007 and the Development
Charges Policy, the City uses development charges to fund eligible expenses for the following types
of infrastructure and services, in addition to related administration costs (Offsite Greenfield
Growth Costs): Water (example: new water treatment plant) Wastewater (example: new sanitary trunk
main required for overall city growth) Parks & Recreation (example: new zone level park)
Transportation (example: interchange required after growth occurs) Development charges cannot be
used to pay for operating costs or the renewal of existing infrastructure - this is paid for
through taxes and utility rates. Development Charges - Supporting Growth in Greenfield Areas Paying

n as the Buffalo Pound Water Treatment Corporation. The Cities of Moose Jaw and Regina jointly own
the Plant (City of Regina: 74%; City of Moose Jaw: 26%) and a Board
of Directors governs the Corporation on behalf of the two Cities. The current Board of Directors is
comprised of six members who were appointed by the Cities of Regina and Moose Jaw. The Plant has
developed a long-term sustainable asset management plan to ensure high quality water treatment into
the future. Based on that plan, the Board has established the rate at which it sells treated water
to its customers. In addition to the purchase of water, the Cities are responsible for providing
the infrastructure to get the water from the Plant to their residents as well as collecting and
treating wastewater. Budget & Finance Official Community Plan Boards, Committees &

er they cannot complete the design. Do I need a permit to replace my front steps? Yes, if: No, if:
replacing structural members increasing area, site coverage or
location only replacing deck boards, handrails or guards Why do I need a site plan? The development standards for decks within the zoning bylaw are
intended to ensure a degree of uniformity and consistency of development within a neighbourhood,
allowing use and enjoyment of property, preventing conflicts with adjacent properties and ensuring
development follows the purpose and intent of neighbourhood development policies of the City’s
Official Community Plan. Is a front porch considered a deck? Yes. A front porch would follow the
deck application guide for covered deck requirements. Does a raised patio require a permit? No, a
raised patio that is supported on ground/fill does not require a permit. Landscaping in general
does not require a permit. Does a pergola or gazebo need a building permit? As long as the
structure serves a ground-oriented residential house: Pergolas, regardless of size, do not require
a building permit (as long as they do not carry a snow load and do not constitute a hazard).
Gazebos (or a group of gazebos) that are attached to a building or that cover more than 25m2 of
ground, require a building permit. For development permit information, see Building and Demolition
Permits. Do privacy walls require a permit? No, a permit is not required. If the wall is acting as
a guard, it must meet the same loading and height requirements as prescribed in 9.8.8. of the NBC
2015 and it must be securely fastened to the structure. What’s the best way to fasten a deck to my
house? Attaching a deck correctly relies on many important factors such as, design, fasteners, deck
size and construction of the house. Generally, a ledger board is used as the base for attaching
joists. Be sure to read and follow your chosen fastener manufacturers’ recommendations on size and
spacing to ensure your deck is secure to the building. Structural screws are the most commonly used
method of attachment. The most common supplied structural screws used in Regina are GFK and Simpson
Strong-Tie. Other methods include galvanized lag screws and lag bolts. What if my house already has
a ledger board attached, but no deck built yet? Some houses may have a ledger fastened prior to
starting your project. Don’t assume it was done correctly. A good indication it was not done
correctly is if it was fastened with deck screws or nails, or if the fasteners are not provided
with a coating appropriate for pressure treated lumber. Fastening a deck to the building is one of
the most important aspects of building a deck and ensuring it’s safe for occupancy. This can also
be a complicated process to understand. If you are unsure how to do this properly, reach out to a
knowledgeable contractor, designer or engineer. Why are the beam overhangs/cantilevers in this
application different than other Cities? The City of Regina follows the Residential Prescriptive
Exterior Wood Deck Span Guide published by the Canadian Wood Council (CWC). The CWC guide provides
beam and joist spans, along with joist overhangs. The CWC guide does not provide beam overhangs.
Calculating the structural loading of a beam overhang is complicated and is contingent on
fasteners, member connections, material type and many other variables. The City of Regina has
provided some general beam overhang guidelines in the application package based on the structural
assumptions found in page 2 of the CWC guide, and historical practices. The City of Regina provided
these values so that applicants don’t have to complete calculations themselves while giving
additional flexibility in their designs. In general, the overhangs provided in the application
package are conservative. Therefore, deck permit applicants can provide less conservative designs
as long as they are sealed by a professional engineer or architect licensed to practice in the
Province of Saskatchewan. Why are guards not permitted on 2 x 6 joists? Guard rails will not meet
the loading requirements if they are fastened to a 2 x 6 joist or rim board. This requirement is
found in the Residential Prescriptive Exterior Wood Deck Span Guide published by the Canadian Wood
Council. Guardrails are required to help prevent falling when a deck is more than 600mm (2ft) above
the ground. Therefore, decks over 600mm (2ft) may have to be constructed with 2 x 8 lumber or
larger. Fence A building permit is not required to build a fence, however, your fence must comply
with all City regulations and bylaws. It’s a good idea to contact the City prior to construction to
ensure that your proposed fence complies with all City regulations and bylaws. The Zoning Bylaw
regulates how high a fence can be while The Regina Traffic Bylaw governs where a fence can be.
Fence Height In the front yard, a fence can be up to 1.22 metres (4 feet) In the backyard or side
yard, a fence can be up to: 2.14 metres (7 feet) tall; or 2.44 metres (8 feet) tall if adjacent to
Arterial Street or Expressway Street. ...
