E-Scooters

E-Scooters are a great way to get around and provide an alternate mode of transportation. The City of Regina has a goal to become a renewable, net zero city by 2050, and adding e-scooters as a transportation option is one way to help achieve this. 

Regina’s Shared E-Scooter Program  

Regina’s Shared E-Scooter Program runs seasonally, usually between May and October, weather permitting. Residents can rent a shared e-scooter directly from the operator, Neuron Mobility.

Personal E-Scooters  

Personal e-scooters can be used the entire year. Please scoot safe. Consider the condition of the road and pathways before riding, share the street, and follow all the rules for riding e-scooters in Regina.  

E-Scooter Safety  

Both shared and personal e-scooters must follow these rules to safely operate within Regina: 

  • Only one rider on an e-scooter at a time. Passengers are not allowed because it is dangerous.  
  • Helmets are mandatory. 
  • Riders must be a minimum of 16 years old.  
  • E-scooters are allowed to ride on multi-use pathways, bike lanes, and on roads that have a speed limit of 50 km/hr or less. 
  • The maximum speed limit for riding on roadways and bike lanes is 24 km/hr. 
  • The maximum speed limit for riding on pathways is 15 km/hr.   
  • Travel in bike lanes when possible.  
  • E-scooters should follow car parking signs when parking in residential areas.   
  • Be considerate of others, especially members of the accessibility community by never leaving e-scooters on a sidewalk, pathway, or bike lane.

E-Scooter Regulations and Fines 

To support the safe and respectful use of e-scooters, the City of Regina has introduced a set of fines as part of the Traffic Bylaw. These fines are administered by the Regina Police Service.

Operating an e-scooter on a road with a speed limit exceeding 50 km/h, unless the user riding in a bike lane

Operating an e-scooter at a speed above the maximum speed limit of 24 km/h

E-Scooter Resources for the Accessibility Community  

The City continues to collaborate with partners like the Canadian National Institute for the Blind (CNIB) to support the accessibility community and their interactions with e-scooters. Residents with low vision can download an accessible version of the “Safe Scoot” document, found in the related documents section, as well as a guide for interacting with e-scooters in public. Please note that you can request the guide in braille by emailing accessibility@regina.ca

  1. How do I rent one? 
  • Download the vendor app Neuron. 

 

2. How much will it cost to ride a shared e-scooter? 

  • The operator sets the rental price for its shared e-scooter. Please refer to their website or app for pricing details.

 

3. Who picks up the e-scooters once they are dropped off? 

  • Neuron has staff who will locate, rebalance, or reposition e-scooters as they are parked throughout the day.  

 

4. How do I report sidewalk clutter or abandoned e-scooters? 

  • Concerns or reports of improper parking/clutter should be reported directly to the vendor. This can be done through the vendor's app, or through the following:

5. What is the minimum age to ride an e-scooter? 

  • The provincial regulations require that e-scooter riders be a minimum age of 16 years old. 

 

6. Is a helmet required to ride an e-scooter? 

  • Yes, it is a provincial requirement that e-scooter riders wear a helmet. when using a shared e-scooter you are welcome to use your own or the one that is provided with the e-scooter. 

 

7. What is the cost of the shared e-scooter program to the City? 

  • A shared e-scooter program is intended to be cost neutral for the City. 

 

8. Where do I park my e-scooter? 

  • E-scooters must park in one of the following areas:  
  • In an approved designated parking area 
  • In legal vehicle parking areas where there is no time restrictions or parking meters present 
  • Please park an e-scooter in a manner that does not create a hazard or obstruction to pedestrians or traffic. 
  • Do not park your e-scooters: 
  • Within a pay parking, loading zone, or time restricted stall unless marked as a designated e-scooter parking area  
  • Within a driving lane 
  • On a pathway, or within 1.0 m of a pathway  
  • Within shrub beds or 0.5 metres of a tree  
  • Within 2.0 metres of a fire hydrant or curb crossing  
  • Directly on furniture (such as benches, garbage cans, flowerpots) located on the street, sidewalk, or pathway 

 

9. Where can I ride my scooter? 

  • Park Pathways and Multiuse Pathways at a maximum speed limit of 15 km/h 
  • Roads with a speed limit of 50 km/h or less  
  • Designated bike lanes*  

*Note: E-Scooters must remain within a bike lane if one is present on the road they are travelling on.  

  • E-scooters cannot operate on:  
  • Roads with a speed limit over 50 km/h, unless there is a designated bike lane that the operator must remain in   
  • Sidewalks   

 

10. Why are we not allowing e-scooters to ride on sidewalks? 

  • Sidewalk riding is prohibited to ensure a safe and minimal impact to pedestrians, accessibility users or other vulnerable people on the sidewalk.   

 

11. Can you double ride on a e-scooter? 

  • No, the provincial regulations only allow for one person to ride an e-scooter at a time. 

 

12. What are the environmental benefits of using e-scooters? 

  • E-scooters have no emissions during their use and provide the opportunity for users to explore an alternative to passenger vehicles.

  • Only personal e-scooters are allowed on Regina Transit. 
  • Shared e-scooters that are rented from Neuron are not allowed on Regina Transit.  

 

14. Where are the slow down areas? 

  • Slow down areas with a maximum speed limit of 15 km/h are effective on multi use pathways, park pathways, Pat Fiacco Plaza, and Frederick W. Hill Mall, or in any other slow down areas determined by the City. 

 

15. Can you double ride on a e-scooter? 

  • No, the provincial regulations only allow for one person to ride on an e-scooter at a time. 

 

16. What are the environmental benefits of using e-scooters? 

  • E-scooters have no emissions during their use and provide the opportunity for users to explore an alternative to passenger vehicles. 
  • E-scooters support the vital first/last mile trip for public transit. 

 

17. Is it against the law to ride an e-scooter while under the influence of alcohol or drugs? 

  • It is a criminal offence under Canadian Law to operate an e-scooter while impaired by alcohol, drugs or a combination of the two. If you see a rider who may be impaired or is a risk to public safety, please contact Regina Police Service.
