Accessibility Plan
To build and foster an inclusive, accessible Regina, the City of Regina (the City) has developed an Accessibility Plan to identify, remove and prevent barriers to access in City spaces, programs, and services.

Accessibility Advisory Committee
The City of Regina Accessibility Advisory Committee (AAC) advises City Administration and City Council on strategies to improve the accessibility and inclusivity of services, programs, facilities and other infrastructure, including the identification and removal of barriers that hinder full participation in the community by some Regina residents.
Specifically, the committee will:
- advise on the development, implementation and evaluation of guiding principles, policies, and strategies to position Regina as a model community for the inclusion of all residents, including persons experiencing disability;
- identify and liaise with local stakeholders, including other levels of government, to establish partnerships and collaboration related to improving access and inclusion;
- review plans and policies to identify potential barriers to accessibility and inclusion within City of Regina services;
- provide recommendations on City of Regina capital projects, including infrastructure upgrades and retrofits and implementation of accessible features at new and existing City of Regina facilities;
- review Federal and Provincial directives, regulations, and legislation relating to accessibility and inclusion and identify implications for the City of Regina;
- Review research on accessibility issues and current leading practices for eliminating barriers to participation;
- provide advice on public awareness campaigns to promote the City’s efforts to make its services, facilities, and infrastructure accessible and barrier-free;
- provide community engagement opportunities for people that experience disability to raise issues and concerns with decision makers.
Adapted Recreation Plan
Adapted recreation refers to recreation activities or programs that have been changed or designed specifically to be more accessible to people with disabilities.
This plan identifies barriers to recreation, and an action plan for preventing and addressing those barriers in order to make City recreation and leisure opportunities more accessible. It was developed in 2021 through extensive consultation with people with disabilities and their support networks.

Inclusive Programs
The City offers a variety of adapted and inclusive programs to ensure everyone can be included.

City of Regina programs are open to everyone, including those experiencing disability. If you require an attendant to help you during your program or activity, the Attendant Admission Program allows an attendant to accompany you at no extra cost.
Please inform City staff of any accommodations you may need to participate in a recreation or sporting program when you are registering.

Accessible Playgrounds
Regina has several playgrounds which are accessible for all children.
Accessible Playgrounds - Play equipment is accessible by people regardless of ability. Surface is typically rubber.
Playgrounds with Accessible Elements - Has some play elements that can be accessed by all. The surface may be rubber or wood fibre to eliminate barriers to ground level components for persons with disabilities and mobility concerns.

Communication Panels
Communication panels were installed in Gocki Park, Les Sherman Park, Imperial Park and Regent Park. The panels allow nonverbal individuals or people experiencing disabilities to share their needs or wants while using the park amenities. The communication panels use the Picture Exchange Communication System (PECS) which help learners of all ages who have various cognitive, physical, and communication disabilities.
The panels were created in partnership with the faculty at St. Maria Faustina School and the Regina Speech Centre. Each sign has two sides, one has general words and phrases, and the other high use words and images corresponding with the activities and features of the playground and surrounding area. The panels are placed low to the ground, within arms-reach of as many people as possible, so they can be clearly pointed at or touched.
Accessible Transit
Paratransit is a shared ride transportation service for persons experiencing a disability who are restricted in using fixed route transit some of the time.

Accessible Pedestrian Signals (APS), inform pedestrians who are blind or visually impaired when they have the right-of-way to cross at a signalized intersection.
Accessible Pedestrian Signals use two audible tones with the visual pedestrian signals to designate the direction of the pedestrian right-of-way. For the north/south right-of-way, the ‘cuckoo’ audible tone is sounded, and for the east/west right-of-way, the ‘chirp’ audible tone is sounded.
The APS units are also equipped with vibro-tactile features for pedestrians who are deaf or hard of hearing. Raised arrows on the APS indicate the crossing direction of the unit, which then vibrates in combination with the audible tone to indicate right-of-way for that crossing.
APS also use a ‘locator tone’ to assist pedestrians in locating the pushbutton. This tone currently varies between units as either a ‘beeping’ or a ‘ticking’ sounds.
The City of Regina has 69 intersections equipped with APS. As part of its vision to be an inclusive and accessible community, the City is committed to retrofitting six signalized intersections with APS each year. Any newly signalized intersections with pedestrian access are automatically installed with APS.

Requested locations are prioritized using criteria, such as intersection configuration and safety, pedestrian and vehicle volumes, and proximity to public transit and various pedestrian destinations.
Accessibility for Seniors
Seniors citizens are important members of our community. 'A Guide to Aging Well in Regina' was created by Age Friendly Regina to help older adults (people aged 55+) access information about different health opportunities, programs, resources and services in Regina.
This Guide can help reduce the complexity of accessing different services and programs available in the community. The Guide is broken down into four main sections:
- Transportation: Learn about transportation options that are available in Regina, how to access them, and what you can expect from each service.
- Housing: Learn about housing options in Regina for older adults and their families. A description of the needs and associated terms has been provided to help older adults and families to identify the best housing options based on the level of need.
- Mental Health: Learn about the support services and groups available for older adults and their families in Regina.
- Crime Prevention and Safety: Learn about safety and prevention services in Regina for older adults and their families.
