The Zoning Bylaw No. 9250 is made up of 21 chapters that oversees and provides regulations concerning the identification of land use zones within Regina to control and regulate the construction, reconstruction, alteration and use of buildings, structures and land for residence, business, industrial and other specified uses.
Each chapter within the Zoning Bylaw No. 9250 (which has the most current amendments as per the date noted on the introduction page) are listed below, with a short description of what you will find in that chapter.
- Title Page, Table of Contents, User Guide, List of Figures, Tables, and Appendices This section contains a user’s guide, the complete table of contents, and all tables, figures and appendices for Zoning Bylaw No. 9250
- Chapter 1 - Title, Purpose and Jurisdiction This section includes legislative authority and jurisdiction, purpose of the bylaw, applications and exemptions, re-approval and repeals, and transitions.
- Chapter 2 – Interpretation This section includes a list of words, abbreviations and definitions listed in alphabetical order that appear in Zoning Bylaw No. 9250.
- Chapter 3 - Establishment of Land Use Zones This section includes description of land use zones, how Regina is divided into land use zones, a map of land use zones, and interpreting zone boundaries.
- Chapter 4 - General Development Regulations This section includes regulations applicable to all land uses, development standards/irregular lot frontages, parking and loading regulations, landscaping regulations, signage regulations, environmental protection standards, intersection sight line control and driveway development, child and adult day care centres, public uses/facilities, outdoor merchandise displays or storage facilities.
- Chapter 5 - Use and Development Regulations This section includes regulations and interpretation of land use tables, how land use is determined and development standards.
- Chapter 6 - Residential Zone Regulations This section includes regulations applicable for all residential zones; air conditioning regulations, regulations only used for specific residential zones like an older neighbourhood, infill housing, or multiple housing; and regulations involving residential properties with specific uses like a bed and breakfast, group care home, home based business, rooming house or secondary suite.
- Chapter 7 - Commercial Zone Regulations This section includes regulations applicable for all commercial zones; regulations only used for specific commercial zones like the downtown zone, arterial commercial zone or local commercial zones; and regulations involving commercial properties with specific uses like a car/truck wash, drive-in business, service station or amusement arcade.
- Chapter 8 - Industrial Zone Regulations This section includes regulations applicable for all industrial zones; regulations only used for specific industrial zones (light, medium, heavy); and regulations involving industrial properties with specific uses like a salvage yard, hazardous/dangerous waste facility or adult entertainment establishment.
- Chapter 9 - Special Zone Regulations This section includes regulations applicable for all special zones; regulations only used for specific zones such as the airport, floodway, institutional, railways, urban holding, etc.; and regulations for unique uses like religious institutions.
- Chapter 10 - Overlay Zone Regulations This section explains what an overlay zone is and regulations for each type of overlay zone (aquifer protection, floodway, floor area, height, heritage conservation, holding, industrial transitional, demolition control, residential density, architectural control).
- Chapter 11 - Accessory Use Regulations This section explains what qualifies as an accessory use, development requirements, uses permitted and any restrictions, as well as regulations for unique accessories like a caretaker’s quarters, residential compost facility or satellite dish/amateur radio antenna support.
- Chapter 12 - Temporary Use Regulations This section includes what is classified as a temporary use and how it is determined; regulations that apply for all temporary uses; and what permits and performance standards exist for specific temporary use circumstances.
- Chapter 13 - Non-Conformities This section includes what is a non-conformity, regulations that apply for all non-conformities, and specific regulations involving non-conforming uses, buildings, sites, landscaping, parking and signs.
- Chapter 14 – Parking This section includes regulations that apply for all land uses requiring parking and loading; the requirements and regulations involving off-street parking, non-residential parking, residential parking, day care centres, and nursery schools; and exceptions allowed for parking.
- Chapter 15 - Landscape and Buffer Regulations This section includes general regulations and design requirements for landscaping on sites, major roadways, and special land uses, as well as requirements for visual screens and buffers.
- Chapter 16 - Sign Regulations This section includes general regulations for all signage; prohibited locations; regulations for specific signs like billboards, roof signs, projecting signs, portable signs, and inflatable signs; and regulations for signs in specific zones or uses like rotating signs or planned unit development signage.
- Chapter 17 - Development Alternatives and Incentives This section describes when and where bonusable amenities and standards are allowed, how to apply and the installation and time commitments if awarded.
- Chapter 18 – Administration This section explains the roles and responsibilities of development officers; procedures and requirements to encourage public participation; and the requirements and procedures for development permits, sign permits, certificates, discretionary uses, zoning amendments, floor area bonuses, appeal procedures, fees and minor variances.
- Chapter 19 - Zoning Maps The zoning maps form part of Zoning Bylaw No. 9250 as indicated in Chapter 19 of the bylaw. The zoning designation of a property is subject to amendment by bylaw of City Council and the maps are updated as soon as possible following Council’s decision. The City of Regina provides this information in good faith but it provides no warranty, nor accepts any liability arising from any incorrect, incomplete or misleading information or its improper use. The information presented on the maps is intended to serve only as a first step in researching the land use status of a property and the City takes no legal responsibility for its accuracy. Since changes to zoning designations can occur weekly, users are advised to contact the Planning and Development Division at 306-777-7551 for up-to-date information on the land use provisions that apply to a particular property.

- Chapter 21 – Appendices The appendices included in this bylaw are the environmental evaluation checklist, hazardous materials characterization, amendments, legal non-conforming uses and buildings, uses specifically mentioned or defined, register of certified legal non-conformities, register of group homes, and the Diocese property architectural codes.
