NOTICE OF INTENTION TO CONSIDER DEBT FOR THE INDOOR AQUATIC FACILITY
The City of Regina hereby gives notice, pursuant to sections 101 and 102 of The Cities Act and The Public Notice Policy Bylaw, Bylaw No. 2020-28, of its intention to consider debt for the Indoor Aquatic Facility (IAF) in the Indoor Aquatic Facility Debt report. City Council will be considering the Indoor Aquatic Facility Debt report and its associated borrowing Bylaw permitting the City to incur long term debt in the maximum principal sum up to and including $155 million in the form of debentures in relation to the IAF. The report and associated bylaw will be considered by City Council on Wednesday, March 11, 2026 at 1:00 p.m. and may also be considered at subsequent meetings.
In 2019, City Council approved the Recreation Master Plan (RMP), which identified the IAF as the RMPs top priority. The IAF will include a geothermal heating system and will be Regina’s first public year-round pool to include waterslides, a wave pool and a lazy river. These features are integrated with state-of-the-art dedicated pools for water sports with the capacity to host national athletic competitions. Site preparation and early construction on the IAF began in the fall of 2025 and it is set to open in 2029.
Citizens who wish to address City Council may attend the meeting via teleconference or in person. All meetings are held in Henry Baker Hall at City Hall. Parties wishing to register as a delegation must register by completing the online form on Regina.ca/Register. The deadline to register for the Wednesday, March 11, 2026 City Council meeting is no later than 12:00 p.m. on Monday, March 9, 2026. A written brief outlining planned speaking points is required to be submitted with delegation registration to present at City Council meetings.
