NOTICE OF INTENTION TO CONSIDER LONG-TERM DEBT FINANCING AND BORROWING BYLAW FOR THE WATER NETWORK EXPANSION PROJECT (previously known as the EASTERN PRESSURE SOLUTION PROJECT) AND UNFUNDED DEVELOPMENT CHARGE PROJECTS DEBT
The City of Regina hereby gives notice, pursuant to sections 101 and 102 of The Cities Act and The Public Notice Policy Bylaw, Bylaw No. 2020-28, of its intention to consider borrowing a maximum principal amount of $115 million to fund the Water Network Expansion Project (previously known as the Eastern Pressure Solution Project) and Unfunded Development Charge Projects debt. City Council will be considering a borrowing bylaw permitting the City to incur long term debt in the maximum principal sum of $115 million in the form of debentures in relation to these projects, consisting of $85 million for the Water Network Expansion Project and $30 million for the Unfunded Development Charges Fee projects.
The Water Network Expansion Project is required to provide a long-term plan for the City’s water distribution network to accommodate growth. The implementation of the Water Network Expansion Project allows the City to continue to meet the needs of current and future customers and target levels of service goals for development, safe and reliable service, regulatory compliance and environmental stewardship. The Unfunded Development Charges Fee projects are utility and transportation projects that have been identified as being partly funded from development charges; however, the Development Charges Financial Cash Flow Model is projected to be in a negative cash balance for a significant period, requiring debt financing for the Development Charges Fee projects.
The particulars of the report and borrowing bylaw will be considered by City Council on September 3, 2025 at 8:00 am and may also be considered at subsequent meetings. City Council meetings are held in Henry Baker Hall, City Hall and citizens may attend via teleconference or in person.

The deadline to register is no later than 12:00 p.m. on Tuesday, September 2, 2025. A written brief is required to present at a Council meeting.
