Landfill
White Metal Goods and Scrap Metal Program. Freon gas is extracted from refrigerators, freezers,
etc. and the scrap metal is sold to a local company. Annually, the
White Metal Goods Recycling program has recycled over 1,000 tonnes of material. Special Waste
Disposal The City of Regina requires a Special Waste Disposal Permit to accompany all types of
Special Waste including asbestos, potentially contaminated soil, animal carcasses or other
materials deemed as such. The Landfill accepts asbestos and other special waste material during the
hours of 8 a.m. to 12 p.m., Tuesday to Friday, weather permitting, unless otherwise arranged with
the Landfill Operations staff. Permit Application and Process The City of Regina reserves the right
to limit or refuse the acceptance of any Special Waste. Complete the Special Waste Disposal Permit
Application and email it to specialwaste@regina.ca. Note: Each asbestos location will require its
own application form. You will be contacted within two business days regarding your application.
Once the application has been approved, the customer must contact the Landfill in order to schedule
delivery of the asbestos (notice must be given at least 24 hours prior to delivery). Provide two
copies of the approved Permit to the hauler. The hauler will retain one copy for their records and
the other will be provided to the Scale Attendant at the Landfill. Both copies must be signed by
the driver. The driver must have a signed valid copy of the approved Special Waste Disposal Permit
with them when disposing of special waste at the Landfill. An approved Special Waste Disposal
Permit does not meet the requirements for a shipping manifest in accordance with the Transportation
of Dangerous Goods Regulations. Where required, by provincial or federal legislation, manifests and
shipping documents must be completed separately. For more information, refer to The Hazardous
Substances and Waste Dangerous Goods Regulations and The Transportation of Dangerous Goods
Regulation. Fees (effective Jan. 1, 2025) Asbestos: $350/load + $95/tonne All other Special Waste:
$250/load + $95/tonne Delivery/Disposal Asbestos and other special waste materials must be secured
and handled in accordance with all applicable current regulations and policies. The asbestos waste
load must be free of all garbage and other waste or it will be rejected. All loads are subject to
inspection. The customer is responsible for the transportation and offloading of the special waste.
The unloading of asbestos shall only take place in the presence and under the direction of a
Landfill Operator to ensure that no loose asbestos or broken bags are unloaded and no airborne
particulate are generated. If the wind speed is greater than 20 km/hr and/or other inclement
weather conditions exist, the Landfill Operations staff has the right to refuse delivery due to
unsafe disposal conditions. Please follow all instructions of the Landfill Operations staff while
disposing of special waste. Frequently Asked Questions Can asbestos be disposed of at the Landfill?
Yes, however a special waste permit must first be acquired. Please follow the steps above to
dispose of asbestos at the Landfill. Can a customer mix garbage/regular waste in with an asbestos
load? No, the asbestos waste load must be free of all garbage and other waste or it will be
rejected. All loads are subject to inspection. How should asbestos be contained/wrapped/bagged for
disposal at the Landfill? Failure to comply with these practices will result in an asbestos load
being rejected: Friable Asbestos Waste – Friable asbestos waste must be double bagged in yellow,
six millimetres thick asbestos bags. Friable asbestos bags must be clearly labelled stating “
asbestos”. Asbestos disposal techniques must reduce or eliminate air pockets to avoid becoming a “
popping” hazard when using the above mentioned bags. Asbestos containing bags should not exceed 35
inches in width and 50 inches in length. It is recommended that friable asbestos be wetted before
being double bagged. Non-Friable Asbestos – Non-friable asbestos waste materials must be
encapsulated in wet soil/dirt prior to being wrapped in 6 millimetres thick poly, secured and
labelled clearly stating “asbestos.” Asbestos pipe insulation or pipe must have the broken ends
sealed in plastic and must be clearly labelled stating “asbestos” and encapsulated in wet
soil/dirt; any small pieces (fragments) must be double bagged in 6 millimetre thick yellow bags.
Sealed drums are not acceptable asbestos waste containers. For more information on how to
accommodate abnormal loads, contact specialwaste@regina.ca. How long will it take for a Special
Waste Disposal Permit application to be processed? All applications will be reviewed within two
business days. Following approval the applicant must contact Landfill Operations and set up a
