challenges.” In 2025, municipal incentives supported the development of 12 vacant lots. In that
same year, the Housing Incentive Program supported 360 new affordable housing units, 75 per cent of

Manor, which replaced a vacant lot in the Heritage Neighbourhood with an apartment building and
Lillium Village, which built supportive housing units on a former parking lot. "We commend the City
