Body Rub Establishment Licences

A Body Rub Establishment may operate in specific industrial zones of the City. They must obtain a development permit from the city and be located at least one block away from schools, parks, daycares, enclosed rinks, libraries, community centres, recreation facilities, sensitive lots and other body rub parlours.

    Licence Fees

    As of January 1, 2021, all Body Rub Establishments and workers within the establishment must be licensed. Licences must be renewed annually.

    Annual Fees:

    • Establishment - $1,200
    • Worker - $100

    Requirements

    To receive and maintain a Body Rub Establishment licence, operators, workers and establishments must adhere to the Body Rub Establishment Bylaw and the following requirements must be met:  

    Operators:​ 

    • Attend in-person to submit an application, ​
    • Produce government-issued photo identification containing legal name and age to be at least 18 years,
    • Provide a list of all aliases and/or pseudonyms,
    • Provide a Certificate of Approval from the Regina Police Service,
    • Provide proof of business ownership, ​
    • Provide proof of legal eligibility to work in Canada, ​
    • Provide proof of completion of Body Rub Establishment education program,
    • Maintain a list of Body Rub Establishment workers for a period of 12 months and disclose it to City staff and the Regina Police Service upon request, and 
    • Pay applicable fees.

    Workers:​

    • Attendance in-person to submit an application,
    • Produce government-issued photo identification containing legal name and age to be at least 18 years,
    • Provide a list of all aliases and/or pseudonyms,
    • Provide a certificate of approval from the Regina Police Service,
    • Provide proof of legal eligibility to work in Canada & proof of permanent residency,
    • Proof of completion of BRE education program, and
    • Pay applicable fees.

    Establishments:

    • Visibly post safety contact information,
    • Comply with all health and safety standards,​
    • Include business licence number on all advertising and signage,
    • Have no locking mechanisms on interior doors,
    • Have working panic buttons in close access to treatment rooms,​
    • Have at least two workers in attendance during operating hours, and
    • Operate only between the hours of 11 a.m. and 12 midnight. ​

    Patrons:

    • Produce government-issued photo identification to confirm identity and age to be at least 18 years,
    • Not appear to be intoxicated by alcohol or drugs, and
    • Enter and exit through the front door only.

    No, you must attend City Hall to begin the application process prior to obtaining a Certificate of Approval from the Regina Police Service.

    Yes, an updated Certificate of Approval is required annually at renewal time.

    Do I need to take the education session every year?
    Yes, education sessions must be taken each year. Sessions will be updated to include new and additional information each year.

    Can I contact someone if I have concerns or questions?
    Yes, both the City of Regina and the Regina Police Service will have dedicated personnel to provide outreach services for individuals within the industry.

    How do I know whether my preferred location is permitted for a Body Rub Establishment?
    Talk to City staff to determine whether your preferred location is one where BREs are lawfully allowed to operate.

    Can I get approved for a Body Rub Establishment licence before receiving a development permit?
    Only once your development permit is approved can you apply to the City for a Body Rub Establishment licence.
