2024 Budget Highlights

Facility (of $28.5m over 5 yr plan) Environmental Sustainability The City’s priority is to make Regina’s city centre a great place to work, live and visit. This includes planning for the future of Regina, building recreational and cultural infrastructure, providing and encouraging year-round programs and services, and improving our transportation network. Capital Fund Highlight: An additional $17.1 million will be available by 2024 to advance the Recreation and Culture Master Plans through the dedicated 0.5% mill rate for recreation infrastructure and annual $3 million contribution to the Recreation/Culture Capital Program. The 2024 Budget includes: $8.6 million dedicated toward future Indoor Aquatic Facility $2.5 million for replacement of the North East Community Centre $188,000 for Growth Plan update $100,000 for inclusion initiatives $460,000 for enhanced Transit services in line with Transit Master Plan Vibrant Community The City is transforming into a culture focused on service and performance. This transformation aims to build resident trust by continuously improving service delivery, strengthening workplace culture, achieving long-term financial sustainability, making decisions based on data and strategic alignment, and ultimately achieving Mission Zero. The 2024 Budget includes: $840,000 for Procurement Software System $300,000 for Work and Asset Management System $412,000 for Customer Relationship Management Software Operational Excellence Utility Fund Highlight The 2024 Budget includes $106 million in 2024 for infrastructure renewal, new construction, and maintenance of Regina’s water, wastewater and stormwater systems. Regina’s Water Utility operates on a full cost-recovery basis and ensures Regina residents enjoy safe and reliable water, wastewater and drainage services. In 2024, utility customers will see a 3% increase to the base utility rate and 4% on the consumption-based utility rate. Changes to Utility Bill In 2022, City Council approved a new approach to funding waste services such as garbage, recycling, food and yard waste collection. These services will now be funded by a user fee on the utility bill, meaning garbage collection will no longer be funded by property taxes. This portion of the mill rate will be removed from property taxes and customers will see this new Waste Charge beginning January 1, 2024 Understanding Your Taxes The City of Regina provides more than 60 services that residents depend on every day; approximately 55% is funded through property taxes. In 2024, residents will see a 2.85% mill rate increase. Market and promote the city and region for business and tourism. The Board of Directors of EDR is appointed by City Council based upon the recommendations from EDR, which are grounded in creating a broad and influential representation of economic and tourism interests of the region. The organization is funded through an annual grant from the City of Regina. This core funding is supplemented by significant other financial resources including: Industry investment; Fee for service contracts; Grants from other levels of government. Tourism Regina Tourism Regina, a branch within the City of Regina administration, leads the marketing of Regina as a tourist destination and promotes the development and growth of the City’s tourism industry. We are focused on attracting day and overnight visitors to the City, by promoting our family friendly attractions, and being the best event hosts in Canada. We will increase tourism revenues by supporting industry in the development and delivery of remarkable experiences. ...

Inspections

If a re-inspection is required, this will be noted on the inspection form. Note: For most permit types, a City of Regina Property Assessor will also visit the property. This is separate from the inspection process. Mechanical/Plumbing Inspections Mechanical or plumbing inspections can be scheduled the same day. After a permit has been issued the permit applicant or contractor may phone 306-777-7292 between 8 and 9 a.m. to speak to a mechanical inspector. Prior to any plumbing being enclosed or covered, it must be inspected and approved by a mechanical inspector. Inspections must occur while the plumbing is under pressure test (air or water). Mechanical/Plumbing Inspections include: Plumbing - work must be completed and called in by a Journeyperson with a Certificate of Qualification issued pursuant to section 29 of the Apprenticeship and Trade Certification Regulations, or a company that employs one or more certified Journeyperson(s) Residential and commercial ventilation Water, sanitary sewer and storm sewer pipe installation on private property (not city property) Final residential and commercial completion inspections Backflow prevention devices identified in the permit application Commercial Inspections After a building permit is issued, the building inspector will work with the permit applicant, owner and/or site personal to arrange periodic inspections. The frequency of the inspections depends on project scope and construction progress. Although there are no mandatory inspections during construction, an approved final inspection will be required prior to occupancy. If you have not yet been in contact with your building inspector and wish to book an inspection, please use our online Commercial Building Inspection booking form. Tents, Stages and Temporary Buildings Once you know when your set up will be complete, please use our online Commercial Building Inspection booking form or call 306-777-7551. Inspections booked within 2 business days cannot be guaranteed based on staff availability. Occupancy Permit & Letter of Completion Residential Upon completion of a satisfactory final inspection, an occupancy permit (new builds) or a letter of completion (all other projects) will be issued. Note that only copies of occupancy permits will be provided unless a request is made for a letter of completion. Commercial If applicable, an issued commercial building permit will clearly define permit conditions which may be required to be addressed prior to the permit being completed. Some typical examples may include new sprinkler or fire alarm system verification. Once all permit conditions, along with a satisfactory final mechanical and building inspection have been completed, an occupancy permit (new builds and additions) or letter of completion (all other projects) will be issued. Hard copies of the occupancy permit or letter of completion will not be provided unless requested.

Common examples: Chip bag Frozen vegetable bag Pasta noodle bag Pet food bag Plastic Checkout Bag Ban Learn more about the Bag Ban Bylaw below The Plastic Checkout Bag Ban Bylaw prohibits a retail or food service business from: providing, distributing or selling plastic check out bags (including biodegradable plastic) restricting or denying the use of any reusable container or reusable bag by a person The Plastic Checkout Bag Ban BylawOpens in new window is intended to minimize plastic waste entering the landfill, prevent plastic litter and to extend the life of the landfill. The average Canadian uses 200-300 plastic checkout bags a year which means that Regina residents produce millions of single use plastic bags annually. Even if you reuse some of your bags, many are ending up in our landfill or littered throughout our community. This ban will eliminate the excess from our community. Exceptions The ban only applies to bags provided to customers at checkout. Businesses may only provide plastic bags for the following purposes: carrying fruits or vegetables carrying freshly prepared bakery items or other food items that are not pre-packaged transporting wrapped flowers or potted plants containing bulk food items or bulk hardware items transporting live fish covering clothes immediately following professional laundering or dry cleaning covering newspapers or other printed materials intended to be left at the customer’s residence or place of business carrying prescription drugs received from a pharmacy carrying fresh or frozen meat, poultry, fish or frozen foods whether pre-packaged or not protecting linens, bedding or other similar large items that cannot easily fit in a reusable container protecting tires that cannot easily fit in a reusable bag using at the customer’s residence or place of business, provided such plastic bags are pre-packaged and sold in packages of multiple bags Why a plastic checkout bag ban? Lot Drainage

quest a lot drainage inspection or need support to solve your drainage issue, the City will investigate. The City will begin the investigation with a visit to your property to discuss the drainage issue and observe it. You will be provided with a copy of your approved lot grades for your property. If the issue cannot be resolved with a simple inspection and recommendations, the City will conduct a survey on your property and other properties as required. If your property is involved, the City will send a letter requesting access to your property to do the survey. The survey takes about 15 minutes to complete. Once the survey information has been collected and reviewed, the City compares the results with the approved lot grading plan for your neighbourhood. All properties surveyed will be provided with the results for their property and direction if any action is required. The City will provide survey support for you to help determine where your lot needs soil removed or placed to bring your grades back into compliance. You are given 30 days from the date of notification to resolve any issues.

City Inspections

The City will work with you and your neighbouring properties to resolve drainage issues. Homeowners will be given three separate written notifications with deadlines to either respond to the notification or bring their lot grades back into compliance. If a homeowner does not fix their drainage issues after the City has provided these three notifications, the City will start the legal process for enforcement to resolve the drainage issue.

Enforcement

View some of the common lot drainage questions and answers. My yard has excessive water ponding every time a big rainstorm occurs. What can I do? The clay soil in Regina tends to shift and settle over time. Check the slope of your yard, fill in low spots and ensure that your grading matches the approved grading plan. This plan can be provided by the City upon request. If the drainage issue cannot be resolved, you can request the City to assign a Lot Grading Inspector to investigate. The Lot Grading Inspector will contact you to conduct the investigation. I have a problem with my neighbour’s downspout or sump pump discharge hose draining onto my property and causing issues. The City encourages you to discuss the issue with your neighbour. The water needs to be 1.0 metres (3.3 feet) away from the foundation of the home and 2.0 metres (6.5 feet) as measured inside the rear property line. For side yard drainage, the water must not discharge onto the adjacent property and be directed to the front or rear of the property. If this is not achievable, it must be directed onto a splash pad. If requested, a Lot Grading Inspector can contact you to investigate. My neighbour has built up their yard or landscaped and now I’m having drainage issues. What can I do? If your neighbour has re-landscaped their foundation grading to provide the required slope away from their house without changing the existing grade at the property line, then you should examine your own lot grading and be prepared to make changes to ensure that your foundation grading is sloped away from your house. If you have poor or negative grade, surface water will flow towards your foundation wall and increase the risk of basement flooding. The City encourages you to have a conversation with your neighbour and evaluate the existing drainage patterns and discuss a plan to overcome the common drainage issue. If attempts to find solutions with your neighbours have not resulted in satisfactory drainage arrangements and you wish to have the City investigate, please submit a service request online. A Lot Grading Inspector will contact you within a few business days to collect more detailed information and examine the drainage conditions of all properties involved, starting with the primary (being the property initiating the investigation). This inspection may result in the issuance of non-compliance notices for infractions to the Wastewater and Storm Water Bylaw. The City can provide information, surveying and an inspection to support residents that are doing work to improve their internal lot grading. I would like someone to inspect my lot elevations, as I’m not sure if I’m within the original design grade. The City will send a Lot Grading Inspector to your property to investigate. A copy of your approved lot grades will be provided by the City. The Lot Grading Inspector will need access to your property to investigate and determine if a survey is necessary. I want to landscape my yard. Do I need a permit to do so? You do not need a permit to landscape your property. If the landscaping project includes the construction of a gazebo or other structure, please check with our Building Permits area to ensure you are in compliance with the Building Code. As the owner of your property, you are responsible during your project to maintain your lot grades according to the approved plan. ...

Dog Swim

Can I register on the day of the event? No, you cannot register on the day of the event. Pre-registration is required. You can register online, by visiting one of our major facilities or by calling 306-777-7529. Please read above for the registration deadline. I have more than one dog. Can I register them all? One dog and one adult per registration - no exceptions. Owners with more than one dog must have another adult complete the registration and accompany the additional registered dog to the dog swim. Does the registered owner of the dog have to be the one registering for the dog swim? No. However, the person registering must provide the dog’s licence number and name at the time of registration. I don’t live in the City of Regina, but I still want to register my dog for the swim. Is this allowed? This is only allowed if you purchase a current City of Regina pet licence. My dog doesn’t have a current City of Regina licence. Can I still register? No. You must have a current City of Regina dog licence to register. If you do not have a current licence, you must purchase one before registering. Will I need to provide my dog’s licence number at the time of registration? Yes. Please have your current pet’s licence number ready at the time of registration. My dog has a current licence, but I do not have the number with me. Can I still register in person at a major facility or over the phone in this case? No. You need to have a valid licence number with you at the time of registration. I am here to register, and I forgot my dog’s licence! Can you hold my spot until I find it and call you back? No, unfortunately not. You must provide all of the information required at the time of registration. Spots will not be held while you gather/verify the required information.
