have submitted your application, our staff will review your request and may reach out for
additional information. Allow for approximately 3-5 business days for approval. Noise permits will
not be granted if the disruption can be prevented by re-scheduling within the permitted hours or if
measures are not provided to reduce the noise level as much as possible. It is the contractor’s
responsibility to warn all adjacent residential areas that may be affected by the noise before the
work starts. The extent of the permit may be altered or revoked if complaints are received.

require a temporary street use permit to close or restrict any portion of a public right-of-way
street, alley or sidewalk. This includes activities such as: If you wish to do something that will
disrupt vehicular or pedestrian traffic, you must obtain a temporary street use permit to close the

sidewalk in our community, you must first apply for a Street/Crosswalk Painting Temporary Street
Use Permit no later than 15 business days prior to the event. Applicants are responsible for costs
associated with the project including paint, artists, temporary street use permits, and the setup
and removal of the road closure. You will be provided an estimate during the approval process.
Please note that for the safety of the artists and the travelling public, only roads between
200-1000 vehicles per day will be approved. Locations cannot include intersections for arterials or

structure. Request for an alley or local street must be received at least 72 hours prior to
closure. Request for a major roadway (collector, arterial or expressway) must be received at least

connector, you must also contact the Provincial Government or Rural Municipality to get approval.
This process can take two to six weeks. Depending on the project and where it is located, the City

Heritage Properties & Conservation
Municipal Heritage Designation. The City will evaluate applications based on the historical and
architectural value of the property. Email heritage@regina.ca for
guidance. Under the Heritage Property Act, City Council will need to adopt a bylaw to designate
the property. The City of Regina’s Heritage Incentive Policy provides grants and tax exemptions to
encourage conservation of designated heritage properties and properties on the heritage inventory.
A property tax exemption may be provided to taxable Designated Heritage Properties equivalent to
50 per cent of eligible conservation work costs to a maximum of 10 years of exemption. To apply,
complete the Application for Heritage Incentives. Designated Heritage Properties can access Major
Grants equivalent to 50 per cent of eligible conservation work costs to a maximum of $50,000 and
Maintenance Grants equivalent to 50 per cent of eligible maintenance costs, to a maximum grant
amount of $5,000. Heritage Inventory Properties can access Major Grants equivalent to 25% of
eligible conservation work costs to a maximum grant amount of $50,000 and Maintenance Grants
equivalent to 50% per cent of eligible maintenance costs, to a maximum grant amount of $2,500.
Incentives Designated Heritage Property Heritage Inventory Property Tax Exemption Up to 50% of
eligible conservation work costs up to a maximum of 10 years of exemption. Not Eligible
Maintenance Grants 50% of eligible maintenance costs up to a maximum of $5,000. 50% of eligible
maintenance costs up to a maximum of $2,500. Major Grants 50% of eligible costs up to a maximum of
$50,000. Amount larger than $50,000 may be recommended by the Incentive Review Panel, subject to
the availability of funds, when financial need and the importance of the investment to Regina’s
heritage portfolio can be demonstrated. 25% of eligible maintenance costs up to a maximum of
$50,000. Tax Exemption + Grants Owners of eligible properties may apply for both tax exemptions and
Major Grant if the combined value of the incentives does not exceed 50% of eligible conservation

A Heritage Alteration Permit may be required for certain changes to your property. We can help you
understand the goals of conservation to ensure that the work retains the heritage value of the

2025. Inputs to the Growth Plan Review In 2024, the City completed a Population, Housing, and
Employment Forecast and Urban Land Needs Study. The study projected the growth of the city through
to 2051. The study updated the 2013 forecasts that informed the Design Regina: The Official
Community Plan. It serves as a key input to the Growth Plan Review, providing data, trends and
insights that will help shape the City’s long-term vision for growth, development phasing and
infrastructure planning. The City recently completed a Water & Wastewater Serviceability Study.
The study provides recommendations and guidance to support long-term growth planning. The study
focused on citywide infrastructure system solutions that will facilitate future growth in new
neighbourhoods and create opportunities for development in established neighbourhoods. The study
findings are a critical input to the Growth Plan Review, helping identify areas of the city with
